    Text of the Broadcast by President Bola Ahmed Tinubu, Commander-in-Chief of the Armed Forces, declaring State of Emergency in Rivers state on Tuesday 18 March 2025

    Fellow Nigerians, I feel greatly disturbed at the turn we have come to regarding the political crisis in Rivers State. Like many of you, I have watched with concern the development with the hope that the parties involved would allow good sense to prevail at the soonest, but all that hope burned out without any solution to the crisis.

    With the crisis persisting, there is no way democratic governance, which we have all fought and worked for over the years, can thrive in a way that will redound to the benefit of the good people of the state. The state has been at a standstill since the crisis started, with the good people of the state not being able to have access to the dividends of democracy.

    Also, it is public knowledge that the Governor of Rivers State for unjustifiable reasons, demolished the House of Assembly of the state as far back as 13th December 2023 and has, up until now, fourteen (14) months after, not rebuilt same. I have made personal interventions between the contending parties for a peaceful resolution of the crisis, but my efforts have been largely ignored by the parties to the crisis. I am also aware that many well-meaning Nigerians, Leaders of thought and Patriotic groups have also intervened at various times with the best of intentions to resolve the matter, but all their efforts were also to no avail. Still, I thank them.

    On February 28, 2025, the supreme court, in a judgment in respect of about eight consolidated appeals concerning the political crisis in Rivers State, based on several grave unconstitutional acts and disregard of rule of law that have been committed by the Governor of Rivers State as shown by the evidence before it pronounced in very clear terms:

    “a government cannot be said to exist without one of the three arms that make up the government of a state under the 1999 Constitution as amended. In this case the head of the executive arm of the government has chosen to collapse the legislature to enable him to govern without the legislature as a despot. As it is there is no government in Rivers State.”

    The above pronouncement came after a catalogue of judicial findings of constitutional breaches against the Governor Siminalayi Fubara.

    Going Forward in their judgment, and having found and held that 27 members of the House who had allegedly defected

    “are still valid members of Rivers State House of Assembly and cannot be prevented from participating in the proceedings of that House by the 8th Respondent (that is, the Governor) in cohorts with four members”

    The Supreme Court then made some orders to restore the state to immediate constitutional democracy. These orders include the immediate passing of an Appropriation Bill by the Rivers State House of Assembly which up till now has not been facilitated.

    Some militants had threatened fire and brimstone against their perceived enemy of the governor who has up till now NOT disowned them.

    Apart from that both the House and the governor have not been able to work together.

    Both of them do not realise that they are in office to work together for the peace and good governance of the state.

    The latest security reports made available to me show that between yesterday and today there have been disturbing incidents of vandalization of pipelines by some militant without the governor taking any action to curtail them. I have, of course given stern order to the security agencies to ensure safety of lives of the good people of Rivers State and the oil pipelines.

    With all these and many more, no good and responsible President will standby and allow the grave situation to continue without taking remedial steps prescribed by the Constitution to address the situation in the state, which no doubt requires extraordinary measures to restore good governance, peace, order and security.

    In the circumstance, having soberly reflected on and evaluated the political situation in Rivers State and the Governor and Deputy Governor of Rivers State having failed to make a request to me as President to issue this proclamation as required by section 305(5) of the 1999 Constitution as amended, it has become inevitably compelling for me to invoke the provision of section 305 of the Constitution of the Federal Republic of Nigeria, 1999 as amended, to declare a state of emergency in Rivers State with effect from today, 18th March, 2025 and I so do.

    By this declaration, the Governor of Rivers State, Mr Siminalayi Fubara, his deputy, Mrs Ngozi Odu and all elected members of the House of Assembly of Rivers State are hereby suspended for an initial period of six months.

    In the meantime, I hereby nominate Vice Admiral Ibokette Ibas (Rtd) as Administrator to take charge of the affairs of the state in the interest of the good people of Rivers State. For the avoidance of doubt, this declaration does not affect the judicial arm of Rivers State, which shall continue to function in accordance with their constitutional mandate.

    The Administrator will not make any new laws. He will, however, be free to formulate regulations as may be found necessary to do his job, but such regulations will need to be considered and approved by the Federal Executive Council and promulgated by the President for the state.

    This declaration has been published in the Federal Gazette, a copy of which has been forwarded to the National Assembly in accordance with the Constitution. It is my fervent hope that this inevitable intervention will help to restore peace and order in Rivers State by awakening all the contenders to the constitutional imperatives binding on all political players in Rivers State in particular and Nigeria as a whole.

    Long live a united, peaceful, secure and democratic Rivers State in particular and the Federal Republic of Nigeria as a whole.

    The 29 years old Mathias Amunde Ugwe, who is reportedly alleged to have taken the life of his biological mother, Mrs Justina Amunde, now late in the early hours of Christmas 25th December 2025, has been apprehended and currently cooling his feet at the Obudu Divisional Headquarters of the Nigerian Police Force.

    A combined team of the IPO, SA Security to Obudu Local Government Chairman, Chairman of the National Youth Council of Nigeria, Obudu Chapter, and men of the Nigerian Police Force, Batriko in Eastern Boki Local Government Area, led the arrest of the suspect.

    An anonymous source hinted TheLumineNews that the victim, late Mrs Justina Amunde, was murdered and her hair barbed for rituals. The combined team also apprehended the ritualist who instructed the suspect to barb his mother’s hair and brought to him, they are both in the police custody.

    The person that assisted the suspect to dump the victim’s coprs in the well, is still at large.

    Recall the TheLumineNews, had reported that Mathias Amunde Ugwe, is alleged to have killed his mother and dumped her corps in the well and has been at large since December 25th 2024.

    The two suspects are yet to make statements.

    As at the time of filing this report, efforts to get the Police Public Relations Officer, Irene Ugbo to comment on the development failed as calls to her phone number were not connected.

    BREAKING: ASUU To Write Authorities On Expiration of Tenure UNICROSS Governing Council Members

    The Academic Staff Union of Universities (ASUU), University of Cross River State (UNICROSS) chapter, has resolved to write to relevant authorities, notifying them of the expiration of the tenure of the governing council’s internal members.

    At its congress held today at the university main campus in Calabar, the union said that although it is within the powers of the Governor and Visitor to the university to appoint external members, it’ll play its part by ensuring elections are held for nomination of new internal members.

    Recall that the university alumni association has in several letters and statements demanded clarification on the legitimacy and tenure of the governing council who have stayed in office beyond the four-year term allowed by law.

    The association has also in a recent statement threatened to drag the university before the National Universities Commission over the legality of the reappointment of an Acting Vice Chancellor who had previously exceeded the six months limit allowed by law.

    Demanding that the incumbent Acting Vice Chancellor, Prof. David Ogar be either made a substantive VC or another person appointed to bring some stability to the university, the association lamented that the university is at the risk of losing N4 billion TETFund allocation over the leadership crisis brewing in the institution.

    When contacted to react to the ASUU resolution, President of the association, Dr. Inyali Peter, citing extant laws and standard university practices, said that internal members are elected to represent various interests in a specific council and not just open four years term.

    “This is a great news for the university. Some people have misconstrued our agitations but we’re happy that a ASUU has joined us to correct the anomaly. The only thing I want to add is that contrary to some insinuations, the lifespan of all council members except the Alumni President is tied to the lifespan of a specific council. For instance, if internal members are elected to represent either the senate or unions in a particular council like the 10th or 9th council, and the Visitor dissolves and reconstitutes the council before the expiration of the tenure, they’ll all leave even though they’re elected and not appointed.

    The implication of this is that, ASUU cannot say the tenure of internal members is in isolation or that the internal members can stay as long as the Governor wants. The law says the tenure is four years. Therefore, even though I presume they want to try to please everybody, as they’re writing relevant authorities on this, they’re also saying that this particular council’s tenure has expired because they were elected into this council. However, the Visitor, if satisfied with the achievements of the council can reappoint the external members into the new council. This is the standard practice everywhere including our sister university, the university of Calabar.

    He added that “the key question now is whether the government will reconstitute a new council anytime soon to enable the immediate commencement of the process for appointing a substantive Vice Chancellor. While only time will tell, as an alumni association, we are once again calling on the Governor and Visitor to act decisively to bring the needed stability to the institution”.

    THERE was palpable tension at the palace of HRH, Chief Odaji Ipuole of Okuku Kingdom at Ogbaniko, Yala Local Government of Cross River State, earlier today as irate youths kicked against the alleged refusal of the Chief to summon an all inclusive meeting to address lingering cases of disputes, civil unrest and other problems affecting the community.

    The youths from Ogbaniko and Ipuole Okuku staged the peaceful protest against what they described as unbecoming of Ogamode Odaji Ipuole to address several cases of social malaise in the community which has taken a negative dimension.

    The aggrieved youths, who gathered as early as 8 a.m, marched to the chief palace singing songs, shut down the Chief palace demanding his response for total peace else the palace would remain shut.

    A reliable source said before this action the youths had made several appeals to the traditional ruler to invite all parties to a peace meeting but the royal father declined. As a result of his refusal to heed their calls , they wrote to Eastern Yala Traditional Rulers Council demanding that no Chief from Okuku and Ogbaniko should be allowed to attend further meetings of the council.

    Eyewitness account revealed that the protest was spearheaded by a coalition of youths, who were joined by other indigenes, to protest the alleged disproportional handling of disputes by the traditional ruler in Okuku Kingdom.

    The whereabouts of the Chief is unknown as at press time while the youths have sealed the palace.

    Rotimi Akeredolu, Ondo State governor, passed away in the early hours of Wednesday, aged 67.

    Ondo State sources told FIJ Akeredolu’s death was confirmed by senior government officials.

    The former president of the Nigerian Bar Association (NBA) died at about 2 a.m. on Wednesday at a German hospital where he was receiving treatment.

    Reports about his health challenge headlined the news in June, with claims that he was receiving treatment for leukemia yet refused to officially transfer power to his deputy as required by the constitution.

    He would later embark on a three-month medical leave to Germany that same June.

    Akeredolu became the governor of the state on February 24, 2017. He won his second-term re-election bid and was sworn in in February 2021.

    The member representing Obanliku/Bekwarra/Obudu Federal Constituency, Hon. (Chief) Peter Akpanke has donated the sum of N200,000 each to twelve (12) law school students from his OBO Federal Constituency, and charged them to be worthy ambassadors of the Constituency.

    Hon. Akpanke, who presented the cash, said the gesture was part of his promise during his campaign to contribute to the growth and development of education in the area.

    The lawmaker also noted that, the financial assistance is without political or ethnic affiliations but to assist and cushion the effects of hardship occasioned by the removal of petroleum subsidy in the country.

    “We cherish education and one of the ways through which we can impact our society is to give unfettered access to education and assist our students” Akpanke added.

    He charged them to be exceptional ambassadors not only of the legal profession but also of their federal constituency, urging them to use their legal knowledge and prospective expertise to positively impact their respective communities, in a bid to promote justice and equity in the society.

    The Senator representing Cross River North Senatorial District, Senator Jarigbe Agom Jarigbe, DSSRS, has reiterated the need for the federal government to make deliberate efforts to transit from reliance on oil to dependence on natural gas, through effective and transparent budgetary provisions, in a bid to turn the fortunes of the nation’s economy.

    The lawmaker stated this on Monday when the joint Senate/House of Reps Committee on Petroleum Resources (Upstream, Downstream & Gas), received a delegation from the Ministry of Petroleum Resources led by the two Ministers of State, Sen. Heineken Lokpobiri, Ph.D and Rt. Hon. Ekperikpe Ekpo for the defense of the Ministry’s 2024 Budget Proposal, at the National Assembly Complex.

    Senator Jarigbe who is the Chairman, Senate Committee on Gas and Lead Chairman of the joint committee also noted that, the budget did not sufficiently address the President’s commitment to alleviate the impact of fuel subsidy removal by introducing palliative.

    He criticized the allocation of 5.8 billion Naira as the capital budget for a ministry crucial to achieving the Natural Gas Revolution Policy and easing the hardship faced by the masses, describing it as inadequate and un-serious.

    “As a parliament, we do not align ourselves with running government programmes in disregard of the provisions of the Law.

    “We cannot achieve what Mr. President wants, without providing for the CNG-Project and other very important projects in the 2024 Appropriations Act” he said.

    In response, Mr. Ekperikpe Ekpo, the Minister of State for Petroleum (Gas), revealed that the ministry received an allocation of N9.64 billion for 2024, with breakdowns for personnel, overhead costs, and capital expenditure.

    The management of the University of Calabar, has bowed to pressure from her students and suspended the payment of school charges by undergraduate students.

    The management had reached a decision to increase school charges on December 1st 2023.

    This decision did not sit well with the students and they took to the street to protest the increment.

    In a swift reaction, the University management released a memo suspending payment of the increased charges pending when the issue will be resolved.

    In a release made available to TheLumineNews and signed by the institution’s Public Relations Officer, Mr Effiong Eyo, indicates that the Vice Chancellor had directed that payment of school charges by undergraduate students should be put on hold till further notice.

    The release reads in full, “The Vice Chancellor of the University of Calabar has directed that the payment of school charges by undergraduate students be put a hold until further notice.

    “A release issued by the Registrar of the university of Calabar, Mr Gabriel Egbe, disclosed that the directives is coming on the heels of a protest embarked upon by the students of the institution over the recent adjustment in undergraduate school charges.

    “In the release, the Registrar said the management of the institution is a listening administration and has accordingly assured the students as critical stakeholders that appropriate arrangements has been put in place through constructive engagement with the students to resolve the matter.

    “Management however, commended the students for the matured, reasonable and civilized manner exhibited towards resolving the matter”.

    Barely four days after his inauguration,  the senator representing Northern senatorial district, Senator Jarigbe Agom Jarigbe, has facilitated the installation of solar powered street lights across the five(5) Local Government Areas that makes up the Senatorial District.

    The installation of the street lights has commenced and are located as in the following areas;
    Ogoja- Urban Ward 1 (Old Bank Road and Yala Street, Igoli-Ogoja)
    Yala- Okpoma ward
    Obudu- Ohong ward, Begiading ward and Otugwang North and Central.
    Obanliku- Sankwala.
    Bekwarra- Gakem Ward, and other locations within the Senatorial District in this phase.

    Senator Jarigbe Agom Jarigbe, was sworn into the Nigerian Senate on 15th September, 2021 after a protracted legal battle up to the Supreme Court. The matter was however led to rest when the Calabar Division of the  Court of Appeal declared Senator Jarigbe Agom Jarigbe as the legitimate winner of December, 5th 2020 bye election.
