    UNICAL Threaten Sanctions On HoDs Who Delay Results

    The University of Calabar (UNICAL ) has threatened to sanction any Head of Department (HOD), who intentionally delay students’ results, or violates the laws guiding the institution.

    The warning was conveyed in a release signed by the Vice Chancellor of the institution, Prof. Offiong Efanga Offiong, urging lecturers and head of departments to sit up as his administration will not hesitate to sanction any head of department who fails to turn in results within the given time line

    Meanwhile, UNICAL has approved the appointment of Dr. Ukam Ngwu as the new acting Head of Department of Journalism and Media Studies in the Faculty of Communication and Media studies.

    The appointment of Dr. Ukam is for a period of two years at the first instance with effect from 1st January, 2026 to 31st December, 2027.

    By the appointment, Dr. Ngwu is expected to discharge his duties diligently by effectively administering the department to ensure optimal productivity.

    The senator representing Cross River Southern senatorial district, Sen Asuquo Ekpenyong, has announced the fourth edition of his educational support initiative.

    The release indicates that “Constituency Office of Senator Asuquo Ekpenyong is pleased to announce the commencement of the Fourth Edition of the Senator Asuquo Ekpenyong Education Support Initiative (ESI) 2026.

    “This initiative is designed to provide educational support of ₦100,000 each to 1,000 qualified beneficiaries who are indigenous and resident students of Cross River South Senatorial District, as part of the Senator’s continued commitment to human capital development through education”.

    The release further stated that “The programme is open to Undergraduate and Postgraduate students currently studying in:
    ✅ Federal and State Universities
    ✅ Colleges of Education
    ✅ Colleges of Health Technology
    ✅ Schools of Nursing

    The Nigerian Association of Technologists in Engineering NATE-CR, in partnership with the University of Cross River State, has inaugurated two boards to aid the smooth execution of the training of artisans in the state.

    The innuagration which follows the signing of a memorandum of understanding between NATE-CR  and UNICROSS was held on Thursday, January 8th 2026 at Treasure Land Hotel, Calabar.

    Speaking during the innuagration, the Chairman of NATE, Cross River State, Engr. Murphy Ekpo FNATE, welcomed and thanked members for the efforts made to ensure that the program commences and noted that “The artisans on the streets are very close to the people and when people needs to construct houses, they go to the artisans. They have taken construction work from us, that is is why we have decided to train them so that they can provide the needed services effectively..This training will provide the framework for them to thrive.

    “The training will commence at the end of January, 2026. And COREN will issue them certificates that will enable them to work anywhere”.

    On his part, the Chairman of the occasion, Rt. Hon.Tgst. Dominic Udotan KSM, FNATE who was represented by Chief Ekpenyony Ekeng FNATE, Chief in Council of the Obong of Calabar, thanked the association for the initiative and expressed confidence that by middle of the year, a lots of people will join the program.

    He noted that “When the artisan are certificated, they will be very happy. The artisans are the first to be consulted when our people wants to put up structures within the town and the village, they are the closest and very affordable. The only thing we have to do is to get them together, and upgrade their skills for greater efficiency”.

    On her part, the University of Cross River State, Vice Chancellor Prof Francisca Bassey, represented by Engr Dr Nsed Akonjom, commended the association for the initiative and pledged the university commitment to ensure that artisans in cross river state receives the needed training to contribute meaningfully to the growth of the society.

    The Vice Chancellor noted that “No country can be called great without technology. We have to formalize training sufficiently.

    “I can assure you that UNICROSS will provide you with all that is needed to ensure that this programme is done excellently. We will get the job done”.

    After a prolonged leadership crisis in the University of Cross River State, UNICROSS, the Visitor to the University, Governor Bassey Otu, took decisive action on February 26, 2025, by appointing Prof. Francisca Bassey, a highly regarded, results-oriented administrator as Acting Vice Chancellor. Her outstanding performance during this interim period paved the way for her confirmation as substantive VC on July 17, 2025, where, in a rigorous interview process, she emerged top among contenders, impressing the Governing Council with her clear articulation of a practical and ambitious vision, coupled with the undeniable evidence of her exceptional achievements in just five months as Acting VC.

    315 days at the helm, Prof. Bassey has proven the Visitor right in his judgment to appoint her as the second substantive female VC of the institution. Bassey, a Professor of organic chemistry has orchestrated a symphony of transformations across all campuses, turning challenges into opportunities and elevating the institution’s stature. Her energetic approach is not only addressing long-standing infrastructural deficits but also fostering an environment ripe for academic excellence and innovation.

    From the outset, Prof. Bassey prioritized campus safety and visibility, securing and installing solar 100 street lights around the main campus and staff quarters at no cost to the university. This initiative has dramatically reduced nighttime hazards, allowing students and staff to navigate freely after dark. Illuminating pathways that were once shrouded in darkness has instilled a sense of security that permeates daily university life.

    Water scarcity, a perennial plague at the Okuku Campus, was swiftly tackled through a comprehensive water project. Reactivating the borehole and reticulating water directly to hostels has ensured a reliable supply, alleviating the burdens on students who previously struggled with basic needs. This achievement not only enhances living conditions but also supports academic focus, as hydrated and comfortable learners perform better, marking a pivotal step toward holistic student welfare under her stewardship.

    Also, to enhance security, she has successfully lobbied and secured approval for a police station at Okuku Campus to deter threats and create a safer learning environment.

    Prof. Bassey’s strategic thinking was relished in recovering the former Heritage Bank building, now repurposed for the CRUTECH Micro Finance Bank. This initiative has streamlined financial services on campus, providing accessible banking for the university community and generating internal revenue streams. Reclaiming this asset is a clear demonstration on how resourceful leadership can transform idle properties into vibrant economic hubs, directly benefiting the institution’s financial health and operational efficiency.

    Nevertheless, in a historic first for the Ogoja Campus, she secured a building now under renovation to serve as the inaugural hostel accommodation. This breakthrough addresses the long-standing issue of student housing shortages, enabling more learners to reside on-site and immerse themselves in campus life. The impact is transformative as it’ll reduce commute-related stresses and enhance a stronger sense of community, which in turn elevates retention rates and academic engagement.

    In a bid to give a facelift to the university’s main entrance gate, Prof. Bassey has secured the commitment of Zenith Bank Management to remodel the gate to enhance its aesthetic appeal. This facelift not only beautifies the institution’s facade but also signals a commitment to making a lasting first impression on visitors, prospective students, and stakeholders. Such enhancements elevate UNICROSS’s brand, capable of attracting partnerships and investments that propel future growth.

    Her negotiation prowess secured NDDC’s approval for renovating and reconstructing of the abandoned 500-unit hostel in Calabar campus. She has also secured Tetfund approval for the complete renovation of the university auditorium, revitalizing a key venue for events, lectures, and cultural activities.

    Accreditation readiness was bolstered through the renovation and furnishing of offices for Heads of Departments. There’s also an ongoing project to furnish and make Heads of Departments offices ensuite. These upgraded spaces provide conducive environments for administrative work and ensuring smoother operations as well as compliance with standards. The ripple effect is a more efficient faculty, empowered to deliver top-tier education.

    Similarly, she has commenced the renovation and standard furnishing of offices for Deans, starting with those of Environmental Sciences and Biological Sciences. Beyond giving these important expanded management staff a conducive environment to work, she aims to create hubs for strategic planning and research coordination with the initiative.

    Also, several lecture halls have received much-needed attention with the reconstruction and repair of seats that have now transformed worn-out venues into comfortable learning spaces. This upgrade minimizes distractions, enhances attendance, and supports interactive teaching methods, ultimately raising the bar for educational delivery. Her emphasis on these fundamentals reflects a deep understanding that quality infrastructure is the bedrock of academic success.

    Moreso, laboratories are being constructed, equipment to furnish, and equipped existing ones to provide state-of-the-art facilities for hands-on learning in sciences and technology have been procured and installation is ongoing. These advancements bridge the gap between theory and practice and have equipped students with practical skills that enhance employability and research output.

    Wellness took centre stage with the construction, furnishing, and equipping of a modern gym for the department of Human Kinetics. This is even as she secured the Nigeria Broadcasting Commission’s licence for the department of Broadcasting to operate the university radio station. Essential studio equipment was also provided.

    Besides, the abandoned Ogoja Campus guest house has been reconstructed, renovated, and converted into classrooms and staff offices, with four buildings fully furnished and a dwarf fence under construction to prevent encroachment and bush fires.

    To enhance the institution’s IGR, the Bassey’s administration has established a 10-hectare oil palm plantation in Okuku Campus, which is set to expand to 30 hectares this year. The Centre for entrepreneurship development has also been equipped to collaborate with some departments technical departments to go into several businesses like furniture making, blocks production, fashion designing, welding, etc. Equipments for all these and those to set up bakery and photo studio for business and hands-on training of students on vocational skills are already on ground and being installed.

    Also, she has secured the Governor’s approval for intra-campus road construction and a mini stadium to improve accessibility and recreational facilities. Better roads facilitate smoother logistics, while the stadium promotes sports and fitness. For a university that has long decried government’s lack of investment in infrastructure, in less than a year in office, she has changed this narrative.

    Notwithstanding, staff welfare improved markedly with the implementation of the new minimum wage and improved subvention to ensure fair compensation that motivates employees. And to boost staff morale, she organized the first ever staff week in UNICROSS where outstanding staff were celebrated and presented with awards and gifts.

    A monumental 4 billion Naira Public Private Partnership has been secured for a hostel project to address accommodation deficits on a grand scale. Existing Students hostels across campuses are under renovation, demonstrating her administration’s commitment to students welfare.

    Under her watch also, she has seen to the creation of a new Faculty of Computing to advance technological education that equips students for the digital age. While the Faculty is currently making use of a temporary venue, approval has been secured for the construction of a state-of-the-art building for the new faculty.

    Also, long-abandoned structures like the Art Exhibition building and Wood Products Engineering building are currently being renovated, reviving specialized spaces for creative and engineering pursuits. These restorations preserve heritage while enabling modern usage, enriching curricula and inspiring artistic and technical excellence.

    Similarly, e-learning at UNICROSS has been revolutionized through the procurement of six state-of-the-art interactive boards, creating cutting-edge facilities that seamlessly blend technology with teaching and learning. Under Prof. Bassey’s leadership, all three campuses have been elevated into fully smart campuses, bolstered by reliable, high-speed internet infrastructure that drives superior teaching, groundbreaking research, and seamless collaboration. This comprehensive digital transformation has powerfully enhanced remote and hybrid learning models, rendering quality education far more accessible, engaging, and inclusive, dramatically broadening the university’s reach and ensuring its adaptability in today’s rapidly evolving academic world.

    Another longstanding challenge inherited from previous administrations, the dysfunctional student results viewing portal has been decisively resolved. Prof. Bassey oversaw the meticulous migration and integration of over five million results covering more than five academic sessions. Today, students can effortlessly access and view their results from the comfort of their homes or anywhere with internet connection, eliminating needless travel, reducing administrative bottlenecks, and bringing immense relief and convenience to the entire student body.

    Senate meetings have been elevated to a fully hybrid format, allowing members from distant campuses to participate effectively without the burden of traveling to Calabar. This thoughtful innovation has delivered substantial cost savings for the university while minimizing the risks associated with long-distance travel for staff. The General Studies Examinations that used to be a challenge has been addressed as students can now write a computer-based exams and see their results immediately upon clicking the submit button.

    Her administration has also forged strategic collaborations with prestigious local and international institutions, including Zhenjiang College in China and the Soho-Skyrun Group, to foster robust academic exchanges, cutting-edge research partnerships, and valuable industrial training opportunities for students and staff. Additionally, a landmark partnership with the Nigerian Air Force has opened doors for specialized training programmes benefiting both students and faculty.

    Building on this momentum, vocational training has surged forward with the procurement of advanced drones, high quality still cameras, and professional video cameras. These state-of-the-art tools are dedicated to equipping students with in-demand skills in photography, cinematography, and related fields that directly bridge the gap between academia and industry. Beyond empowering graduates with marketable expertise that enhances employability, these initiatives are aimed at generating internal revenue through innovative training programmes and services.

    Indeed, with these mouthwatering achievements in just ten months, Prof. Bassey has raised the bar to unprecedented heights. Her visionary leadership has not only delivered visible, lasting impact in UNICROSS but also laid a solid foundation for sustained excellence. The future under her stewardship promises even greater milestones, more innovative projects, stronger partnerships, and deeper empowerment for students, staff, and the entire university community.     The University of Calabar( Unical)has finalized arrangements for its 3rd annual Registry Day.

    According to a release by the University Registrar, Dr. (Mrs.) Chukwuka I. Icha, the two‑day event will take place on Wednesday, 10 December 2025, and Thursday, 11 December 2025, at the Godswill Akpabio International Conference Centre, Unical.

    The event will begin with a carnival float at 12:00 noon.

    The Registry Day provides an opportunity for university administrators to address topical national issues.

    The release also announced two lecture presentations—“Rebuilding Nigeria for Sustainable Development: The Stethoscope on Corruption and Good Governance” and “A Holistic Approach to Wellness and Productivity: Navigating Health, Stress, and Retirement Challenges for University Workers.”

    These lectures aim to enrich collective understanding, inspire institutional development, and equip university staff with the knowledge and skills needed in the art and science of higher education.

    Barely a week after assuming office, the 12th Vice-Chancellor of the University of Calabar, Prof. Offiong Efanga Offiong, has demonstrated a remarkable sense of urgency, direction, and purposeful leadership, signaling a new era for the institution.

    From reorganizing administrative culture to reviving abandoned projects and securing major digital partnerships, the new VC has begun laying the foundation for a more secure, efficient, and technologically driven University.

    Setting the tone for culture of discipline and responsible communication within days of resuming duty, Prof. Offiong convened a strategic meeting with his immediate administrative staff, including the Central Administration and the Information/Public Relations Unit.

    The session set a new tone for leadership under his watch, one defined by discipline, punctuality, dedication, and professional excellence to duty.

    He emphasized that those who work directly with the Vice-Chancellor carry a special responsibility in shaping the institution’s (UNICAL’s) internal and external image.

    To foster a culture of accountability and motivation, he announced that his “Thank You Engagements”,a system of recognizing hard work would be introduced periodically and tied to measurable performance.

    He further underscored the importance of consistent, accurate communication through weekly or monthly bulletins to keep the University community properly informed.

    The Vice-Chancellor’s proactive start has already sparked enthusiasm across campus, with staff and students expressing satisfaction and optimism about the direction his leadership is taking.

    In another decisive move within his first week, Prof. Offiong led the University into a landmark partnership with Opay Digital Services Limited to establish a modern Cybersecurity Laboratory on campus.

    The MoU, signed at the Vice-Chancellor’s Conference Room, marks a major step in strengthening digital security, expanding hands-on learning opportunities, and positioning UNICAL as a regional hub for cybersecurity training.

    Prof. Offiong affirmed that the initiative aligns seamlessly with his commitment to innovation, industry-driven learning, and digital resilience. The lab is expected to empower students with critical cybersecurity skills while enhancing the University’s capacity to safeguard institutional data.

    The development has been widely welcomed by the university community, with many students expressing excitement about the new learning opportunities the partnership will unlock.

    Also within the week and In a display of hands-on governance, Prof. Offiong embarked on an extensive inspection tour of key infrastructure projects across the campus demonstrating his resolve to tackle long-standing challenges head-on.

    The 12th Vice Chancellor of the institution, inspected the ongoing perimeter fencing project, describing it as vital to campus safety. While commending existing interventions, he emphasized the need for stronger, more coordinated security infrastructure.

    At the site of the 1,200-bed PP Hostel and other housing initiatives, he reaffirmed that expanding student accommodation is a top priority. The move many described as closing the Gap in Student Accommodation.

    The former National Vice President (South) of Academic Staff Union of Universities ( ASUU), stressed the importance of keeping students in secure, University-managed spaces, especially in a time of heightened security concerns nationwide.

    A notable highlight of the tour was his
    passion towards reviving the institution’s abandoned and stalled projects not excluding the main library project, which has been dormant for years.

    Prof. Offiong expressed confidence in its revival, noting that restoring the library to full functionality is essential to the academic excellence UNICAL strives for.

    He also revealed that his administration is cataloguing all abandoned projects across the institution, with plans to engage intervention agencies such as the NDDC and the Needs Assessment Unit to facilitate their completion.

    For transparency and to ensure that projects meet required standards, the VC announced that management will frequently conduct on-site inspections instead of relying solely on written reports.

    He stressed that while contractors have shown effort, the new administration will not allow complacency until every targeted project is fully delivered.

    Also, in a significant national engagement during his first week in office, the Vice-Chancellor hosted the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Kalu, who was on campus for personal engagements, including the defence of his doctoral thesis.

    Prof. Offiong applauded the lawmaker’s outstanding contributions to national development and legislative excellence, describing him as an inspiring figure whose accomplishments continue to motivate students across the University.

    The Deputy Speaker’s decision to return to UNICAL for his PhD, despite having studied globally, was highlighted as a testament to the quality and credibility of the institution.

    The Deputy Speaker, in turn, expressed heartfelt appreciation to the University for the rigorous mentorship and academic support that shaped his doctoral journey.

    He noted that UNICAL remains a strong foundation for intellectual growth, national service, and policy influence, emphasizing that the knowledge acquired in the institution is already contributing meaningfully to legislative work at the national level.

    His visit, coming so early into the VC’s administration, was widely regarded as a boost to the University’s reputation and a reaffirmation of its national relevance.

    Adding to the positive momentum of his first week, the Vice-Chancellor also ordered the reopening of the long-closed gates leading to the University of Calabar Teaching Hospital am other access points that had remained shut for nearly a year.

    The directive was met with jubilation across campus, as staff and students celebrated the restoration of free movement, improved accessibility, and a renewed sense of normalcy. The decision was praised as a compassionate, student-centred leadership action that reflects the VC’s commitment to welfare, security, and institutional harmony.

    Staff and students who witnessed the early flurry of activities expressed heartfelt appreciation, describing the VC’s pace as refreshing, inspiring, and indicative of a leader who is ready to move UNICAL forward.

    The Vice-Chancellor of the University of Calabar, Prof. Offiong Efanga Offiong has commended the Deputy Speaker of the House of Representatives, His Excellency, Rt..Hon. Benjamin Kalu for his remarkable contributions to national development, community advancement, and legislative excellence.

    Prof. Offiong gave the commendation at the Vice Chancellor’s conference room during an engagement with the Deputy Speaker, who was in the institution for some personal business including his Doctoral thesis defence.

    He expressed profound satisfaction with the Deputy Speaker’s achievements in the National Assembly, noting that his record of service continues to inspire students across the University.

    “We are indeed very happy and pleased with your landmark achievements in the House of Representatives and your efforts in advancing communities across the country not just your immediate constituency but Nigeria at large,” the VC said.

    “Your contributions in the National Assembly are attributes we use to showcase to our students: that you are trained not only for academic excellence but to serve our country.”

    The Varsity administrator reiterated that UNICAL looks forward to welcoming the Deputy Speaker at the next convocation ceremony.

    In his remarks, the Deputy Speaker, House of Representatives, Rt. Hon. Benjamin Kalu expressed gratitude for the institution’s support throughout his academic journey noting that he was trained and supervised by best hands..

I am here for my PhD thesis defence, and I sincerely thank you for the support and encouragement,” he said. “The external examiner was thorough, and the Postgraduate School, my supervisor, and the lecturers did a remarkable job. I am proud of what I have achieved. It took sacrifice, discipline, diligence, and consistency.”

    He praised the quality of education at UNICAL, stating that the University remains a strong foundation for excellence.

    “In the past we were equipped to face the world, and I know it is still the same today. One thing the University of Calabar will always do is hand you the keys to opportunities. It opens doors, but it is up to you to decide whether to walk in or remain outside.”

    He underlined that he chose to remain engaged with the University and its values while emphasizing the originality and importance of his doctoral research adding that the practical value of his research is already being recognized nationally.

    “As for me, I didn’t want to stay out. I wanted to be involved and here I am. Today, I am confidently displaying what this citadel of learning impacted in me, showing the world that homegrown professionals have a lot to offer. I have studied around the world, but I chose home for my PhD because home is where the heart is, and whatever touches home touches the heart.”

    According to the lawmaker , ” My Ph.D thesis examines the gaps in legislation around counter-terrorism: the ethical concerns, human rights gaps, the challenges, and how emerging democracies can learn from these realities,” he explained.

    He described the University of Calabar as an impactful platform maintaining that education is not just about theory but that it involves practicals as well.

    According to him, the knowledge produced here is being used in Parliament today.

    This is even as he expressed his firm commitment to supporting the administration, noting that the University’s influence extends beyond academics into national policy and governance.

    “Vice Chancellor sir, you are worthy to sit here as Vice-Chancellor, and we will support you to succeed. We supported your predecessor, and we will support you as well. Alma mater is a place we must be proud of, and alumni should rally around their University.

    The Vice-Chancellor of the University of Calabar Prof. Offiong Efanga Offiong has met with members of his immediate staff which include the central administration and the Information Unit, charging them to demonstrate dedication, professionalism, and a renewed commitment to strengthening the University’s public image.

    Addressing his staff, Prof. Offiong Efanga emphasized that those who work closely with him play a central role in how the institution is perceived both internally and externally stressing that there is need for staff to imbibe the culture of discipline, punctuality, efficiency, and a collective resolve to move the University forward.

    While describing himself as “a very simple fellow,” he noted that such simplicity can only be appreciated when staff show genuine dedication to their duties.

    He further stated that the Vice-Chancellor’s “Thank You engagements”, an act of recognition and appreciation, will be periodic and tied to demonstrable progress and hard work.

    The Varsity Administrator urged staff to avoid circulating any information that could portray the University negatively.

    This is even as he reaffirmed the need for consistent and accurate communication, especially through weekly or monthly Bulletin from the Information/Public Relations Unit of the Institution.

    Speaking on behalf of the Vice Chancellor’s staff, the director of Administration, Vice Chancellor’s office Dr. Citizen Ekpo and Institution Public Relations Officer, Mr. Effiong Eyo expressed their commitment to supporting his administration and projecting the University of Calabar in a positive and responsible light.

    The meeting also highlighted the importance of continuous staff development, with the Vice Chancellor announcing that regular training sessions would be introduced to enhance competence and efficiency among the Vice Chancellor’s direct support personnel.

    Yesterday, the University of Cross River State (UNICROSS) Alumni Association donated a collection of valuable books to the Department of Broadcasting, Faculty of Communication and Media Studies.

    The Department, which was recently unbundled from Mass Communication and is headed by Dr. Peace Egbai, National Public Relations Officer of the Association, is experiencing rapid growth under the leadership of the current Vice Chancellor, Prof. Francisca Bassey.

    The books were formally presented on behalf of the National Executive Council by two illustrious alumni, Dr. Victor Ndifon, Head, Department of Mass Communication and Member, 6th Governing Council and Dr. Ofut Ogar, Head, Department of Software Engineering and Pioneer Convocation Representative on the Governing Council

    Though we are still a young association with limited resources, we strongly believe that every little contribution counts. This gesture is our way of supporting the remarkable transformation taking place in the University under the current administration.

    On behalf of the NEC and the entire members of the association, I urge the leadership of the Department and its students to make judicious use of the resources. Doing so will motivate the Association to do even more, not only for Broadcasting but for other departments across the University.

    C’River State Ministry Of Education Shuts Down More Illegal Schools Across The State

    In continuation of the ongoing statewide sanitization of the education sector, the Cross River State Ministry of Education Taskforce on the Closure of Illegal Schools has sealed off several unapproved schools operating without the mandatory Approval to Operate (ATO) across the state. The Commissioner for Education, Senator Professor Stephen Odey, reiterated the State Government’s unwavering commitment to enforcing standards and restoring order in the education system. He disclosed that some proprietors of previously shut-down schools had defied government directives by reopening illegally.

    “Any proprietor who continues to operate after being shut down will be arrested and prosecuted,” the Commissioner warned, emphasizing that the ongoing education reforms will not be compromised or sabotaged by any individual or group.

    On the fourth day of the exercise, the following schools were affected:

    The State Government, through the Ministry of Education, has reaffirmed that the closure exercise will continue until all illegal and unapproved schools across Cross River State are completely phased out. This, it stated, is to ensure that only duly accredited institutions are permitted to operate and deliver quality education to the state’s children.

    So far, a total of 133 illegal schools lacking the requisite learning environment and Approval to Operate (ATO) have been shut down within the first four (4) days of the ongoing education sector sanitation exercise.
