    Despite All Odds, Ayade Accelerates Development Of Cross River – Onyemaizu

    Call him a limit breaker and you won’t be wrong because that is what he is.
    Evidently, the excruciating financial incapacitation Cross River finds itself as a result of dwindling federal allocation has not stopped Governor Ben Ayade from accelerating the pace of infrastructure development.

    With the loss of its 76 oil wells, Cross River lost its oil- producing status and with it came quantum loss of revenue in terms of federal allocation and the 13 percent derivation accruing to oil bearing states.
    Right now, Cross River is the 2nd lowest in federal allocation. The situation has now become so debasing that the state got a paltry N800 million last month as allocation.

    However, in the face of the above viscitiidutes, Ayade has in five years as a governor effectively deployed Cross River’s limited financial resources to reinventing the state.

    Odama Emmanuel Odama’s experience at the Calabar- Odukpani road underscores this narrative.

    Odama Emmanuel was a frequent traveller to Calabar. Well established in building materials business in the Northern Cross River axis, he was virtually visiting Calabar, the city of his birth and youth, every two weeks to fraternize with old friends and unwind.

    However, this was to come to an abrupt end nearly a year ago when his 2012 Toyota Camry almost become a carcass after kissing a big pothole at the then single lane Tinapa- Odukpani axis of the Calabar- Itu highway. Odama was only lucky to escape with his life.

    Pouring invectives at the federal government for “neglecting an important federal road and planting death on the road by so doing”, Odama who survived the mishap by the wickers vowed never to visit Calabar again “until something is done to that road”.

    Last week, a pressing business matter compulsorily demanded his attention in Calabar and off, Odama set out but albeit with shivering trepidation about that portion of the road that almost consumed his life and car.

    However, Odama’s initial trepidation dissolved into pleasant surprises as he approached the Tinapa- Odukpani axis of the road. Instead of big gullies, what stared at him was an ongoing asphalting of a dual carriageway.

    Overwhelmed by curiosity and lost in the maze of thought, Odama screeched to a halt to have a proper view of the road.

    As he was doing that, a motorist who noticed his perplexity came to his rescue; he slowed down and shouted in pidgin English: “Oga, na de handiwork of our digital governor Ayade you dey see so ooo”!

    At that moment, Odama made a quick mental journey backward and taking control of the oasis of his memory, he realised he was indeed at the Tina- Odukpani axis of the road, and ironically the very spot his car became a wreck a year earlier! It was magical.

    The dualization of the Tinapa-Odukpani section of the Calabar highway is just one out of many life- changing projects Cross River state governor, Professor Ben Ayade has undertaken in five years of his governorship to alter the hitherto inelegant narratives about the state.

    Before now, the road, a federal highway and a gateway to other parts of the country, was impassable, a death trap. But the governor insists that apart from the road being critical to Cross River’s economy, he would not fold his hands and wait for federal intervention while lives are lost there daily.

    “This construction work is very critical for us because this is where you connect to Abuja, this is where you connect to the seaport, this is where you connect to Port Harcourt, the whole of the southern part, the northern part and up to the Cameroon. This is the only way, the gateway into Calabar. So it is our heartbeat, which is why we have focused on it as a priority”, he said.

    Essentially, May 29, 2015 ushered in for Cross River an exhilarating dawn in the annals of its history. On that day, Ayade, a man imbued with fecundity of ideas as to how to pull the state out of the doldrums took over the reins of government.

    That day as he stood on the dais facing a mammoth crowd of cheering Cross Riverians at the U.J Esune stadium after taking the oath of office, he was clear on his mission and certain about his vision.

    His eyes shone with hope and his face flushed with a glint of inward satisfaction and conviction having carefully designed a blueprint to jump start the reinvention of his dear state.

    And as he made to address the people, he paused for a second and made a silent but solemn pledge: I will NOT disappoint my people.

    Five years on, governor Ayade has largely delivered on his dream: Industries of different shades, built from the scratch, dot the landscape across Cross River, roads have been constructed across the state with the 147 kilometre Okuku/ Mfon/ Yala/Bekwara/ Obudu ring road liking the five local government areas in Northern Cross River as the largest of such construction ever undertaken by any state government besides the 274 kilometre Superhighway linking the state with Northern Nigeria currently under construction.

    Ayade has also heavily invested in human capital development as can be gleaned from the engagement of youths in Agricultural value chain to prepare them to be self reliant, establishment of Construction and fabrication Academy to train middle level manpower for the state and the setting up of a world class Teachers Continuos Training Institute at Biase to train and retrain teachers in the state.

    It’s obvious that governor Ayade undertakes the socio-economic and infrastructural development of Cross River with clarity of mind. Clearly, the chain of feats he has achieved since emerging governor in 2015 and subsequent reelection in 2019 have indeed delivered him to history’s door post.

    At the end Ayade’s tour of duty in 2023 history will firmly record that there was once a governor who started the process of decoupling Cross River from over dependence on the monthly federal allocation through massive investment in Agro- Industrialisation.

    With about 32 majorly Agro- based industries, some completed and functioning and others at the various stages of completion, established in five years, Ayade’s zeal in remaking Cross River leaves one awe- struck.

    Bearing bold testament to this are the undeniable presences of Africa’s first ever automated Rice seeds and seedlings factory, Garment factory, Calachika chicken processing plant, CalaNoddles factory among others at the Calabar industrial park.

    Among the industries are also the ultra modern rice mill at Ogoja, the automated cocoa processing plant at Ikom and the tooth pick factory Yakurr.

    The rice, garment and toothpick factories are already operational and generating income for the state while the rice mill and cocoa processing plants are expected to commence operation soon.

    Ayade’s urbane nature, his civility, his welfarist and humanist bent verge on his political creed: Politics with ethics. This explains why he has no airs around him, is not magisterial and embraces everybody irrespective of political affiliation or ideology.

    However, more importantly, this cerebral Professor of Environmental Microbiology seems also to richly apply John Mason’s philosophy in piloting the affairs of Cross River.

    According to Mason “the true measure of a person is in his height of ideals, the breadth of his sympathy, the depth of his convictions and the length of his patience”.

    Professor Ayade’s passion and empathy for the downtrodden and the vulnerable fits perfectly into Mason’s postulations as evidenced in his (governor Ayade) recent employment of 8,000 youths as part of COVID-19 palliatives, abolition of taxes and levies on small scale businesses and the provision of eye popping social housing scheme for Bakassi returnees who since the ceding of the Bakassi Peninsula to the Republic of Cameroon in 2006 have remained refugees in their fatherland.

    In the words of Robert Green, “it’s better to win hearts, better to battle with hearts than with weapon”. Ayade has won hearts- beyond Cross River, with his superlative performance in five years as attested to by the avalanche of awards he has been bestowed on in recognition of his people oriented governance and purposeful leadership, most recent of which were the Independent Newspapers and Leadership Newspapers Man of the Year Awards on Industrialisation.

    U.S Government Commissions Upgraded Cross River State Emergency Operation Center for COVID-19, Commends Cross River State

    The United State Government on Tuesday through her Ambassador Mary Beth Leonard joined the cross river state Governor, Sir Ben Ayade to virtually commission an upgraded Emergency Operations Center (EOC) for Cross River State, which has been equipped with support of the American people to track and control the spread of the deadly COVID-19.

    Cross River is the first of the nine states to receive the EOC upgrade. The commissioned EOC comes with a new call center. The EOC is coordinating the Statewide public health response to the COVID-19 outbreak and other diseases of public health concerns.

    Commissioning the Centre virtually, United State Ambassador to Nigeria, Mary Beth Leonard commended the state government on several measures been instituted to curtail the spread of the disease and protect the health of Cross Riverians.

    She said the upgraded centers are now equipped as operational digital situation and communication rooms that powers and coordinate the state COVID response and other disease outbreaks, utilizing data integration, warehousing, and visualization to provide state officials transparent and real-time information on COVID-19.

    Her words “With the commissioning of these EOCs, Nigeria can better coordinate the COVID-19 outbreak response and surveillance activities, as well as any other emergent disease outbreaks or disasters, which will help to turn the tide of the pandemic within their state, ultimately the nation, and flatten the COVID-19 curve.”

    Speaking virtual from the Governor’s Office in Calabar, Cross River State Deputy Governor, Prof Ivara Ejemot Esu said “Though Cross River continues to have no documented cases, we need to be on our guard to do even more to ensure the COVID-19 pandemic is brought to a speedy end or controlled to the best of our ability in Nigeria.

    “We want seize this opportunity to continually invite USAID to come to cross river and strengthen our health system. We really appreciate this support”.

    The DG NCDC Dr Chikwe Ihekwazu, thanked The US Government for the support and pledged continued support to Cross River state who he said must be at the drivers seat and take full responsibility for the health of its people. He commended the state and asked for sustainability of the Upgraded EOC.

    On her part, the Commissioner for Health, Dr Betta Edu who was Physically present at the EOC, thanked the US government for the support, and held that the state is working closely with NCDC through the deployment of national Rapid Response Teams (RRTs) to support response activities in the state.

    Edu maintained that the EOC has a situation room and a call centre where staff are on 24 hours standby to receive calls from the public and track data/ information on COVID19.

    She thanked the US Government for their intervention stating that Cross River State will appreciate more support to strengthen the health system to address not just COVID-19 but any other outbreak in future.

    Edu stated that “the emergency operations center will serve as a central point of contact for public health activities and data collection including tracking of suspected cases in a consistent manner with up-to-date information shared among federal, state and local partners as well as with the public”

    Dr. Douglas Chukwu, Cross River State team lead for USAID partner Jhpiego, conducted a virtual tour of the new Emergency Operations Center for U.S. Ambassador Mary Beth Leonard and Cross River Deputy Governor Ivara Esu, DG NCDC and the Commissioner for Health.

    An Abuja-based 37-year-old Daniel Emori from Adadama community in Abi local government area of Cross River state, has called on kind-hearted Nigerians to come to his aid over his health predicament.

    Daniel has been bedridden for 16 years now after an automobile accident he had in 2003 while working as a delivery van driver for a pharmaceutical company in Onitsha, Anambra state.

    He told LEADERSHIP that he now resides in Bwari area of Abuja having been abandoned to his fate without proper medical care since then.

    “It was after my S.S.C.E (WAEC) in the year 2000, I traveled to Onitsha in search of greener pastures. I started working in a plastic manufacturing company as a machine operator. After two years in the company, I went to a driving school for six months.

    “After I finished from the driving school, I started working as a driver before a pharmaceutical company employed me as one of the company delivery van drivers,” Daniel explained.

    “16 years after all, effort to reach both my local and state governments of origin to get financial assistance for the required surgery and treatment has not yielded any fruitful result. That is why I am using this opportunity once again to appeal to fellow Nigerians and the general public to come to my aid.

    “Infections and pressure bedsores have eaten deeply into my body due to lack of medical care as a result of not being financially buoyant to take care of myself. I am gradually dying,” Daniel added.

    In a bid to comply with the directives of His Excellency, Sen. Prof. Ben Ayade, Governor of Cross River State for  zero crime and criminal activities in the State with the mandate to security department, the State Security Adviser in collaboration with the Nigerian Police Force had begun an aggressive manhunt for criminal elements within the State.

    Today, in a joint operation by the State Security Adviser and selected appointees of the governor, bursted several drug hideouts within Calabar South and Calabar Municipality respectively.

    Most notoriously is an outlet said to be under operation in Calabar South Local Government Area by one of those declared wanted by the state security department for CULTISM, kidnapping, drugs and other criminal activities within the State.

    Items recovered from the various operation sites are hard substances proscribed by the Federal Government, human skulls, weapons of various degrees.

    As at the time of this report, several arrest were made and suspects remanded at the Nigerian Police Anti-Cultism unit for questioning and further investigation.

    Mr Ani Esin who spoke to newsmen onbehalf of the Security team had assured that in no distant time, all culprits of crime, civil violence and anti social acts will be brought to book to restored the dignity of the city.

    His words “we are not relenting in our efforts to zero crime within the State with a strong backing of His Excellency, the Governor who had given us a clear mandate with sufficient apparatus to clampdown and push every criminal elements out of our place.

    “Although we are under immense pressure but we won’t compromise.
    We already have a good number of those declared wanted in our net and the police is currently carrying out investigations. It is just a matter of time before we get hold of others”

    The Igbo Community in Cross River State has offered to volunteer in the ongoing faith against the dreaded pandemic covid 19 in line with the state governors call for spirited individuals and organizations to join in the fight against the pandemic.

    In a release made available to TheLumineNews and signed by the Senior Special Assistant to Governor Ayade on Non Indigenes Affairs who doubles as the President of Ohanaeze Ndi Igbo, Cross River State, Barr. Ugoji NWabueze indicates calls on the public to remember the team in prayers as they offer selfless service to the state.

    The release reads in parts “In response to His Excellency request for more volunteers from spirited individuals and groups to assist in the implementation and enforcement of state Government’s Action Plan on COVID-19, IGBO in Cross River State through the Senior Special Assistant to the Governor on Non Indegenes Affairs and President of Ohanaeze Ndi Igbo Cross River State, Barr Ugoji Nwabueze has forwarded a list containing some of it’s best hands in Medical Practice, research and health management, as a volunteer team to his Excellency Senator Prof Ben Ayade, Governor of Cross River State.

    “The team has the mandate to assist the State Government to sustain it’s current enviable National position of Covid-19 free status”

    The Cross State House of Assembly, on Thursday, as part of activities to mark the 9th assembly one year in office anniversary kicked off its process of e-legislation with the official launching of its website.

    In a speech at the press briefing held at the Assembly chambers, the Speaker, Rt. Hon. Eteng Jonah Williams described it as a dream come true and a huge milestone recorded by the 9th assembly, which according to him would make the assembly more accessible to members of the public and the media.

    Williams further stated that information played vital role in legislative processes and law making, adding “if it is technologically driven, it makes the job of the legislature easier and enhances productivity.

    The functional website is www.crsassembly.com.ng for now this is the design site. The main site will be “crshoassembly.gov.ng” when ready.

    It is hoped that when the relevant content is provided, the site will provide information on Membership, House Committees, past Hon. Members/Speakers and their Deputies, Clerks, and existing directorates.

    It will also provide information on proceedings, Bills, Motions and major deliberations of the House. The site will equally display photos, videos and events or news in respect of the House.

    Apart from this, the website will bring Honourable Members closer to their constituents and will provide authentic information for proper guidance of members of the public.

    The Governor of Cross River State, His Excellency, Sir Ben Ayade has directed the State Border Communities Development Commission to embark on a baseline survey and needs assessment of border committees in Cross River State.

    This was disclosed by the Director General of the Commission, Mr. Noel Ugbong who averred that the exercise is geared towards the birth of a 5 year Strategic and multi year operational plan as well as a guide in budget preparations for the years ahead.

    Ugbong stressed that “the development of Border Communities is key to the Ayade-led visionary administration of rural transformation”

    Recall that just recently, the governor demonstrated a high level of commitment to his passion for Bakassi with the handing over of housing units.

    The DG posited that “border
    communities shall have the full attention of the Governor, who is poised to reach out to this communities in the areas of their greatest needs”

    On the importance of the baseline assessment, the Director General held that “the data obtained from the exercise shall be useful in collaborative development of border communities with Federal Agencies like National Border Communities Development Agency NBCDA, Niger Delta Development Commission NDDC, Ministry of Niger Delta Affairs, and other Development Partners.

    “With the dwindling revenue accruing to the State, it becomes imperative for the commission to build a business case capable of attracting support from outside the State and to strengthen support from International Organizations”

    The Baseline Survey according to the DG is to commence from Bakassi Local Government Area on Tuesday, 17 June 2020.

    Welcome to A New Dawn: A letter of congratulations to The newly elected Chairmen and councillors in Cross River State.

    As Gov Ayade takes a few steps in the direction of the change we desire let me use this forum to encourage him and also congratulate the newly elected Chairmen of the 18 local govt councils and their vice Chairmen together with the 196 councillors and very soon about 518 appointees to various positions in the councils.

    It is not true that we do not appreciate when positive steps are taken in the polity. It is that we desire to see more positive steps than occur in recent times and so we are usually skeptical of the steps when taken until they are concluded.

    As the election process has been concluded we feel happy that a breathe of fresh air has been injected into the life of Cross Riverians, and into our body politics, no matter how Imperfect the process may seem. Already the euphoria that has greeted the new and incoming administrations is palpable and an indication that it is what the people desire. The people have been waiting for this for so long and they are happy that it has finally arrived !

    I want to congratulate Gov. Ayade for finally arriving at a convergence with me in my anxiety to see Democracy take root once again at the grassroots level of our state. As a product of this tier of Govt I cannot help myself but encourage it’s elevation as a critical catalyst for grassroots development.

    Let me use this opportunity to also advise the new administrations in the various councils, that despite the challenges you may face, you owe your people the onerous responsibility to deliver on some critical challenges that must be confronting them in order to endear yourselves to them.

    Our people are yearning most of all to be listened to. To be heard. Building gigantic projects might appeal to them because we all yearn for development, but what is most critical is giving them a listening ear, empathizing with them and making the right effort to appreciate their yearnings and aspirations. This is most exemplified in making yourselves available to them when they need you in a timely manner.

    Do not surround yourselves with too many ‘boys’ that will make it difficult for the ordinary citizen of the local govt to reach you and discuss with you, no matter how briefly once in a while. Do not create a “security” cordon around yourselves that insulates you from the people you have been given the responsibility to administer.

    For most of you, your political career begins now. How you lay the foundation will determine how far you can go. Some of us did this 29 years ago and we are still blessed to be around. The secret is really as simple as I am spelling out to you: Live simple. Keep in touch with your people. Don’t be in a hurry to get rich. A good and impactful politician never really gets rich! He or she is often too busy making sacrifices to remember to accumulate enough to get rich. In this class of 18/18/196, of 2020, new stars will be made. Future ministers, Governors, commissioners etc are already being groomed. Are you going to be one of the few or will you return to relative obscurity and blame Governor Ayade for not “allowing you to make money”?

    The Governor has given you this rare opportunity to distinguish yourselves which many have sought all their political career and never got. He cannot be your excuse for failure to live up to the aspirations of your people.

    Your people are watching as you change friends, change appetite, change women/ men change clothes and accommodation but your excuse will constantly be that “the governor is not giving us money”! But he is giving you enough to change all these things except offer a little helping hand to those who today are all over you, supporting you. Those who put their lives on the line and quarrelled with others in the bid to support you to get here.

    Watch your every step. Have empathy for your friends, brothers, sisters and electorates. If you think people are not seeing you, surely God is and will reward you abundantly over the course of time, if you do well, if not with material gratification, with long service to humanity and a good name.

    Eschew crisis as much as possible. Avoid trouble in your councils and always prefer the path of amicable resolution of differences and there will be peace in your councils, which is the ultimate desire of our people.

    Keep yourselves close, don’t harbour grudges against those who didn’t support you because you are now representing all.

    Most of all make yourselves a vessel for good, no matter how little, day by day and you will be amazed how much good you are capable of doing in a very short time.

    I want to live to be able to point at you in a couple of years at my retirement and say, (s)he was a chairman when Gov. Ayade organized the first local govt election and I was the State Chairman of our great Party !

    Wishing you God’s abiding graces and guidance throughout your tenure.

    YNaija Governor’s Ranking: Matawalle, Ayade, Uzodinma, Obaseki Emerge Top Performers For May

    It has been an eventful year for Governors of the 36 states in the federation and for a good number of them, May marked either their first year anniversary as Chief Executive or the first year anniversary of their second term in office.

    However, with the coronavirus pandemic still a thing in the country, our effectiveness rankings will focus on the usual monthly performance of 10 among these governors across the 6 geo-political zones.

    Worst Performers:

    10. Nyesom Wike (Rivers, South South)

    As in April, the Rivers Government sparked off a debate in the country as Governor Wike in enforcing his Executive Order 6 on COVID-19 in the state, supervised the auctioning of vehicles that allegedly flouted the lockdown order as well as the demolition of Prodest Hotel and Etemeteh Hotel without the order of a court.

    While many have tried to justify this action, it amounts to killing a fly with a sledgehammer. Such high-handedness discourages investment in the state. Analysts have also argued that such orders should have prescribed lesser punitive measures such as converting it to an isolation centre or making the violators pay huge fines to the government.

    The Governor appears to also be increasing tension in the state with consistent allegations about threat to peace as he said that there were plans by some persons to cause breakdown of law and order so as to force the declaration of a state of emergency in the state.

    9. Inuwa Yahaya (Gombe, North East)

    Reports from Gombe more than anything else put a dent on the national fight against COVID-19, as the state witnessed two rounds of protests in May by patients at its isolation centres. The first which saw about 20 patients force their way out of the facility to take over the federal highway linking the state with neighbouring Borno, chanting that the state government lied against their status went viral and lamenting alleged poor treatment by the state government.

    Days later, in similar fashion, some COVID-19 patients at the Federal Teaching Hospital staged a protest on the streets claiming they had not been given drugs and were left to fend for himself alongside other patients at the hospital. Sadly, the explanation by the government didn’t do much and health workers are also complaining about their unpaid allowances.

    The Governor has also come under criticism over a bill that was recently passed into law for the establishment of the Joint Development Project Agency. Described as obnoxious, the joint agency is alleged to be a conduit for siphoning local government funds and making them mere appendages of the state government.

    8. Yahaya Bello (Kogi, North Central)

    After months of being only one of the two states without a case of COVID-19 in the country, the Nigeria Centre for Disease Control (NCDC) announced two positive cases of COVID-19 in the state, but the Kogi government quickly issued a statement rejecting the results while maintaining that the Confluence State was free of the coronavirus.

    The development is worrisome as the Kogi Nigerian Medical Association (NMA) had persistently cried out over the lack of adequate testing for coronavirus in the state describing it as a great risk for doctors and other health workers. Doctors at the Federal Medical Centre accused the Yahaya Bello-led government of frustrating the efforts to ascertain the presence of the virus in the northcentral state, while investigative reports suggest that many patients report to the Kogi Specialist Hospital with symptoms similar to those of COVID-19, but none of them gets tested for fear of being punished by the state authorities.

    At the centre of these fears are statements by Governor Yahaya alleging that the NCDC wants him to declare false cases in the state, leading residents of the state and beyond to describe COVID-19 as a hoax with little or no attention to measures as use of face masks as well as social distancing while movement flows freely through the streets, entry and exit to and fro boundary city -Abuja (which has recorded not less than 500 cases) were without hitches despite the ban on inter-state travel.

    Fair Performers:

    7. Dapo Abiodun (Ogun, South West)

    All appears not to be well in the Ogun health sector as doctors under the state employment are having a running battle with the government over the unexplained delay in the payment of its members’ salaries and agitations on the need for improved welfare package for its members.

    The doctors under the aegis of the Association of Resident Doctors (ARD) at the Olabisi Onabanjo University Teaching Hospital (OOUTH), Sagamu alleged that compared to other workers in the state whose salaries for April and May were paid promptly, their April salaries were paid mid-May despite working during the period of the lockdown, while May salaries were yet to be paid as of May 21.

    While it is commendable that the Ogun Government announced a review of hazard allowance for State health workers from 200 to 300 per cent as well as a life insurance policy for frontline workers, it is worrisome that the Governor is putting the life policy on hold from taking off immediately, opting to wait for the Federal Government to put in place a similar programme. The state government has a lot of work to do in ensuring that all issues leading to industrial action at a critical time of the COVID-19 pandemic is resolved.

    6. Nasir El-Rufai (Kaduna, North West)
    The Kaduna Governor in the month under review waived the Right of Way (RoW) charges for broadband and related communication infrastructure in the state. As described by the Minister of Communications, Isa Pantami, one of the key benefits of the decision is the rapid growth in the gross domestic product (GDP) of any country that increases its broadband penetration.

    In the fight against the Coronavirus, apart from threats of prosecution to any Islamic cleric who enrolls children into an Almajiri school in the state, the government has ensured optical screening and rehabilitation of 200 children in the Almajiri system of education repatriated from Nasarawa in the wake of the pandemic, bringing the total number of repatriated Almajiri pupils to 900 from Kano, Bauchi, Plateau and Nasarawa states.

    The unpleasant news from the North-Western state this month however, is the attack on inhabitants of the Southern Kaduna communities by gunmen leading to the death of women and children. Such inhuman act despite the lockdown is very worrisome and there is a great need for proactive measures to avoid a reoccurrence.

    5. Godwin Obaseki (Edo, South South)

    The state’s COVID-19 response team headed by the Deputy Governor have taken commendable steps in managing the pandemic in the state especially with regular updates and boost of its isolation facilities in the state to over 600-beds spread across different health facilities in Benin, Auchi and Irrua; making it the state first outside Lagos, to have three testing centres in the country.

    This is evident in acclaimed credits from the Nigeria Centre for Disease Control (NCDC) and the Federal Ministry of Health on its recent inauguration of a 300-bed isolation centre and molecular laboratory at the Stella Obasanjo Hospital in Benin, along with a third Polymerase Chain Reaction (PCR) molecular laboratory established at the Edo State Specialist Hospital.

    The recent completion of a substation at the Edo State Secretariat complex and installation of 33KVA lines ahead of the test run of the CCTEC-Ossiomo Power Plant, with a capacity of 55 megawatts is also a major move towards opening up the state’s power sector to competition for the benefit of residential and industrial consumers.

    While the governor cannot be solely blamed for the heightened tension arising from the actions of political actors warming up for party primaries ahead of the September 19 Gubernatorial elections in the state, he has a critical role to play in dousing tension in the state being generated by the political class, as well as ensure the security agents stay on top of their game in the fight against incessant kidnappings and rape cases in the state.

    4. Hope Uzodinma (Imo, South East)

    The Hope Uzodinma administration took a bold move to ensure judicious use of the state’s commonwealth by assenting to a bill repealing the law that created pension allowances and gratuities for former Governors, Deputy Governors, Assembly Speakers and Deputy Speakers.

    As rightly pointed out by the governor, not only does the repealed law run contrary to the provision of the 1999 constitution as amended, which stipulates that a pensioner must have worked for at least 10 years and must be up to 45 years of age, some beneficiaries of such payments also earn salaries and allowances in other positions they occupied such as serving as Senators or Members of the House of Representatives.

    Another commendable move by the Governor was the signing of an executive order that slashes the Right-of-Way (RoW) charges for InfraCos in the state from N4,500 to N145 per metre. The review will ease the cost of deploying the necessary infrastructure that would aid the National Broadband Penetration plan by Telcos, trigger ancillary on-line services, especially in the field of education and in turn usher in innovations across the sectors.

    3. Udom Emmanuel (Akwa Ibom, South South)

    The Akwa Ibom Government in the month under review slashed the salaries of all political office holders in the state by 20% in what it described as a response to the prevailing economic realities of dwindling revenues, caused by the crash in the price of crude oil in the global market. As expected of thinking leadership, the step is considered a good move as it will go a long way in showing it is paying beyond lip service to call for sacrifice.

    A major feat for the Udom administration in May was the addition of a Bombardier CRJ 900 aircraft to the Ibom Air fleet in line with his plans to open the State up for industrialization through land, sea and air, with plans underway for another aircraft to increase the fleet to five aircraft.

    The administration also provided computers, cameras, printers, scanners and other essential work tools that will aid in the profiling of convicts and overall efficiency to the State Command of the Nigerian Correctional Service (NCoS). The support will go a long way in ensuring the implementation of all non-custodial sentencing such as community services, probation, parole, restorative justice and others as enshrined in the Nigerian Correctional Service Act, 2019.

    2. Ben Ayade (Cross River, South South)

    Governor Ayade received massive commendation from Nigerians across the federation this month for the new policy of his administration’s which exempts micro and small businesses from the payment of taxes as well as the inauguration of an anti-tax agency to put an end to illicit taxes on the people while ensuring the small business owners do not come under the harsh hands of the desperate search for money by tax consultants.

    The initiative which he tagged as part of post-COVID-19 palliative to the people in response to the level of poverty in the state, exempts all Okada (commercial motorcycle) riders, taxi drivers, small saloon owners, small catering and restaurant points, street food vendors, hotels with less than 50 rooms across the whole state and all others who sell basic things or struggling to earn a living,

    For a country where multiple taxations are a big deal, such policy will encourage basic entrepreneurship and wealth creation in the state. Judging from the state’s revenue, concerns have been raised however as to how the government hopes to meet up with his obligations and carry out its “ambitious projects” with such policy. The administration also employed additional 1,000 workers as demand for Cross River Garment Factory facemasks skyrocketed in this month.

    1. Bello Matawalle (Zamfara, North West)

    The award of N3.1 billion contract for the construction of 423 classrooms in the state and decision to accommodate as many street children known as Almajiri expelled from any state with open arms as well as integrate the Almajirai model into western education for the purpose of acquiring qualitative education in both western and Islamic knowledge is very positive.

    This will go along way in promoting a sense of belonging and reduce the “stigmatisation” meted on the Almajiri Islamic teaching and learning in the country when most of the Governors in the Northern part of the country have toed the line of repatriation.

    Quite importantly, with low testing capacity posing a major challenge to the fight against the pandemic in the country, one great feat of the Matawalle administration in the last one month is the launch of the largest zero-contact testing centre for COVID-19 in Nigeria.

    With a capacity of collecting 70 samples in an hour, this will significantly protect health workers who are on the front line and ensure timely delivery of collected samples since the booth can be deployed in border towns and remote areas. The sample collection booths are also said to be convertible into telemedicine booths post-COVID – 19; which will also boost the people’s access to healthcare and their overall wellbeing, especially in the hinterlands of the state.
