    The Cross River State Governor, Sen. Ben Ayade has cautioned 18 local government chairmen to avoid unnecessary trips outside their councils to enable them stay back home to deliver on their mandate.

    Ayade gave the caution while swearing-in the 18 local government chairmen and their vice in the state today 2nd June at the Exco chambers of the governor’s office in Calabar, the cross river state capital.

    The Peoples Democratic Party, PDP had cleared the entire 18 council areas and also produced all the councillors.

    “I want to urge you to avoid unnecessary trips outside your local government areas, you need to stay with your people to enable you appreciate their challenges as well deliver on your mandate”

    The governor disclosed that he has left behind N11.386 billion as take off fund for all the 18 local government chairmen and stressed that they had no reason not to perform.

    “Remember I am giving you councils that are not owing salaries, not owing pension. So I don’t want to hear tomorrow that your are owing.

    “We are happy to announce to you that you are coming into office while the governor leaves behind N11.386 billion in your coffers.

    “Today marks a great opportunity for the people at the grassroots who have never had direct access to government, to feel the impact of government,” the governor told the new chairmen.

    He further implored them not to engage in grandiose projects but concentrate on simple projects that directly impact on the lives of the people.

    His words: “You are serving the grassroots, I do not want you therefore, to embark on big projects. I need you to deal with those projects that directly impact on the lives of the people. I need you to deal with boreholes, I need you to deal with culverts, minor bridges that link communities”

    The governor advised the chairmen to work harmoniously with their councillors so as to effectively serve the people.

    “I urge you to work in harmony with your councillors. There must not be a divided house. Therefore, work harmoniously with the councillors so that together you will serve the people effectively”

    In a chat with the chairman of Obudu local government council, Mr. Bonny Eraye Ewhe,  the hometown of Governor Ben Ayade, the chairman noted that he will concentrate more on agriculture as he will unveil his plans as streamlined in the agenda of his administration.

    He used the opportunity to thank the governor and pledged his commitment to serving his people.

    The Federal Government has pushed the battle to contain Coronavirus to states and communities, Chairman of the Presidential Task Force (PTF) on the pandemic, Mr. Boss Mustapha, said on Sunday.

    According to him, the Federal Government will henceforth only provide supervision and coordination.

    Mustapha, the secretary to the government of the federation (SGF), spoke on Sunday at the State House after members of the PTF briefed President Muhammadu Buhari and discussed their recommendations on the next phase of the battle.

    With him at the briefing were Minister of Health Dr. Osagie Ehanire; National Coordinator of the PTF Dr. Sani Aliyu; Director-General of the Nigeria Centre for Disease Control (NCDC) Dr. Chikwe Ihekwaezu, and Minister of Interior Rauf Aregbesola.

    Mustapha said: “The ownership of the next stage will be the responsibility of the states because we have gone into community transmission.

    ”Where are the communities? The communities are in the states. So, the ownership of the next stage will be the responsibility of the states, the local government, the traditional institutions, the religious leaders at the different levels of our communities, because that is where the problem is.

    ”Like we’ve kept saying, 20 local governments out of 774, account for 60 per cent of confirmed cases in Nigeria today. So where are these 20 local governments? They are in communities. It means we have reached the apex of community transmission and we must get the communities involved.

    ”So, the issues of places of worship, the issues of schools, the issues of some certain businesses that were not opened hitherto are part of the packages that we have looked at and we have made the appropriate recommendations, but you know that Mr President is the only one that can take decisions in respect of these.

    ”In the framework, the states are subnationals, they have their own responsibilities too, so it is in the exercise of those responsibilities that they had meetings with those religious bodies and agreed on the guidelines and protocols on how they can open up, but in the framework of the national response, we are taking that into consideration”, he said.

    According to him, Nigeria had reached the critical stage of community transmission, adding that communities were under the supervision of the council areas, under which structure the communities fall.

    He said there would also be the full involvement of traditional and religious institutions, adding that managing the health crisis at this point had melted down into the more complex community level.

    The PTF chairman said the advice on the reopening of the economy and worship centres had been delivered to President Muhammadu Buhari who will take the decision likely to be communicated to Nigerians today.

    ”That’s part of what we have considered in its totality. We would await Mr President’s decision on that, once I receive his approval, going forward, as to certain recommendations we have put in place, we will see how that happens.

    ”The issue of easing up, you know we are in the first phase, we had an extension of two weeks for the first phase, the next phase should be the second phase and along with that will come in with a lot of recommendations, which we expect Mr President to consider.

    The Obubra Chapter of the People’s Democratic Party has inaugurated Chief Godwin Igwe as the new Chapter Chairman of the party in the local government area.

    The inaugural meeting was convene by the Chapter Chairman to commence the functionality and evolve a robust template for the party in the area.

    Speaking, Igwe expressed his readiness to completely rebrand the party and put on a better stead ahead of future elections.

    He assured the people that he would run an open and transparent administration where all party members will be carried along.

    “We will instill discipline, respect for rule of law and constituted authorities within and outside the party” Igwe said.

    Several goodwill messages were received from members present, who took their turn in expressing total satisfaction to the fact that a square peg is finally being put in a square hole.

    PDP stakeholders at the event reaffirmed total support, commitment and loyalty to the Chief Godwin Igwe led Chapter exco of PDP.

    Speakers at the meeting also expressed appreciation to the National Working Committee of the party for a peaceful and transparent ward and chapter congresses. They all pledge to remain loyal and committed to the ideals of the party.

    Some of the party Leaders also took their time to encourage the new exco to be strong in taking up their responsibility that may no less be daunting. They told the people clearly to disregard rumors of the party being divided, as there is only one exco recognized by the NWC of the party.

    Present at the meeting were all chapter executives, various ward Chairmen and exco, leaders and teeming party faithfuls who were filled with excitement.

    Exactly two weeks ago, as the Country Director of Citizens Solution Network, I put up an article in respect to the disturbing trend of kidnapping and called on citizens, state and federal governments as well as the Nigerian Police Force across the country to do their own part in the fight against kidnapping. That article was largely borne out of my dedication to the course of ensuring that as a society we nib in the bud negative gales destabilizing the sanctity of a rational and safe society.

    That said, the recent demolition of the property of a citizen accused of kidnapping by the Cross River State Government has created a new kind of concern.

    While it is on record that as a people we are all unhappy with the negative trend of kidnapping, and the fact that we all are genuinely opposed to the unlawful adoption and inhumane incarceration of another man by a group of miscreants in quest of ransome which kidnapping is all about.

    Yet, even as extremely important as it is for us all to reinvent ourselves to confront and defeat the scourge of kidnapping in our society through intelligence gathering and counter-kipnapping response. It also of equal importance to ensure that this fight against this terrible crime is carried out in such a way that no innocent person is allowed to suffer, and no perpetrator escapes the sword and wrath of justice.

    At this juncture, in order to ensure that we achieve such outcome, it would be vitally necessary to find and engage the best possible crime-tackling protocol that prevent possible executive abuse and misuse of power especially in today’s world where any person can accuse you over anything without evidence.

    And in building this error-minimization protocol of justice administration, it is important we start by taking into cognisance and asking the following question:

    “What if today someone accuses some of you of kipnapping and have your house demolished without court hearing or zero body of compelling proof? How would you feel and what would be your fate?

    Though the recent demolition of the houses of some persons accused of kidnapping by the Cross River State is backed by laws adopted by various states in 2015, but it is still questionable and create room for possible miscarriage in administration of criminal justice under the caprices of executive order.

    As a rule, the idea of separation of power should be central to all law enforcement protocol, lest bunch of executive fellows with questionable agenda may hunt down critics or dissidents in future by simply accusing them of kidnapping and have their properties confiscated or demolished without pronouncement from the Judiciary_ which happens to be the most acceptable arm of government saddled with all extant powers to entertain, try and pronounce binding judgement on accused, arrested and prosecuted persons in the light of evidence beyond reasonable doubt and bias.

    Going forward, I wish to seize this medium to ask us all to call for and demand overwhelming evidence at all times that will apprehended and overseen by an exhaustive trial of all accused persons in assigned court of competent jurisdiction before bringing down the properties of any accused person in furtherance of equity, avoidance of doubt, high-level of proof and justification of every state action.

    This I believe is the best way to safeguard a society of more powerless men, and avert error in executive decisions led by few men who a sad part of our collective history has shown that some executives had never truly cared about the poorest and most powerless demographics of our fragile society.

    The Provost of the College of Education Obudu Prof. Bassey Ejue has stated that Covid 19 has provided the opportunity for the department of Chemistry to live up to expectation and showcase its skills.

    Ejue stated this today, 1st June, 2020 when the Head of department of Chemistry, Dr. Simon Wada led other staff of the department to present alcoholic hand sanitizers produced by the department to the college management for use.

    His words “Covid 19 has presented the opportunity for Chemistry department to live up to the expectations and showcase its skills in line with the various practical experiment which is expected to prepare graduands to be self reliance.

    “When I assumed office, I had earlier charged the department to be innovative and come with measures that to help generate revenue for the college. This can equally help to write the name of the college in gold in the annals of history”

    “Let me use this opportunity to call on the departments of Chemistry and Home Economics to mass produce the alcoholic hand sanitizers and facemasks for the college and members of the society to mitigate the spread of covid 19.

    “Just as the federal government has directed that schools should prepare to resume, I want to urge all unions as well as the Student’s Union Government SUG, to lias with the department of Chemistry to mass produce hand sanitizers for use by your members. The production team have to be cost conscious so that the product can be affordable”

    Speaking Earlier, the Head of Department of Chemistry, Dr. Simon Wada stated that the department had to respond to the call and directives of the Federal Government that institutions should develop strategies to mitigate the spread of COVID-19, as well as the initial challenge by the Provost of the Federal College of Education Obudu, Professor James Bassey Ejue, for the  department to fast-track research and provide a workable solution to stop the spread of the deadly virus in the college and its environs.

    Presenting the sanitizers to College Management on Monday, June1, 2020 at the Academic Boardroom, the HOD, Dr Wada eulogized the Provost and thanked him immensely for providing the Staff of the department of Chemistry the opportunity to show-case their skills and talent.

    Wada commended the resilience of his professional team for their diligence and contributions.

    On his part, Mr. Upel Ushie, a Chief Lecturer in the department formally handed over the sanitizers to the Provost and pledged the commitment of the department to the ideals of the college and to boost the internally generated revenue.

    Present at the brief event were all management staff, chairmen of COASU and SSUCOEN.

    The Chairmanship candidate of the People’s Democratic Party PDP, Obuduc local government council, Mr. Bonny Eraye has commended the good people of Obudu for the love and support they have demonstrated right from when he was handed the flag of the PDP, and noted that this magnanimity will sure be reciprocated.

    Eraye disclosed this to THELUMINENEWS at his polling unit, shortly after he casted his vote alongside his wife.

    Eraye maintained that “I want to thank all those who have come out to exercise their civil responsibilities in participating in this election, the process cannot be complete without the electorates.

    “Like you can see, we have decided that the people should come out in batches to enable strict compliance with the regulations of the Covid 19 procedures, as soon as these persons have finished voting, others will come out.

    “Voting here is peaceful and I have received calls from other polling units too that people turn out for the election, this however will encourage the electorates to take ownership of the process”

    Responding to the challenge of some persons not being able to turn out for the election due to the lockdown still in effect is some of the states of the federation, Eraye held that “If you turn to to your right, you could see those guys there, some traveled from Abuja, others from Enugu and other parts of the country. It is an issue of self consideration, irrespective of the time for this election, those who want to come, those will not want to come, will not come.

    “I want to use this opportunity to thank the governor of Cross River State, Sen. Prof. Ben Ayade, for his unwavering support, the all those who stood by us to this day and after the election to when the mantle of leadership will be conferred on us, I pray God Almighty to continue to grant us his grace as always”

    On his part, the member representing Obudu State Constituency in the Cross River State House of Assembly, Hon. Godwin Akwaji, after casting his vote held “we have come out massively to vote for our candidates of the People’s Democratic Party PDP. As usual, Utugwang South in known for its unity of purpose, we speak with one voice even in the face of no party party participating in the election in Obudu”

    The Commissioner for Robotic and Artificial Intelligence, Engr. Mike Eraye held that “we are particularly grateful because, the councillorship candidate is our daughter, and the chairmanship candidate is our son. Our joy knows no bounds.

    “We want to thank everybody across the local government who came out to vote for our candidates. We wish them the best as we look forward to have them mount their positions as councillors and chairman of Obudu local government council”

    In another development, the member, Science and Technical Board, Mr. Dominic Okwor commended the process and orderliness of the electorates during the election and held that “the election is going on smoothly without chaos or any form of social malady. I want to commend their disposition. For us, we have come to show our support for our candidates using the ballot box.

    “Let me call on other polling units to adopt our system where everyone will be conscious of that fact that election is not war or physical fight”

    The Special Assistant to Governor Ben Ayade on Agric Obudu, and a supporter of the chairmanship candidate, Mr. Mathias E. Okwor stated posited that “we are not oblivion of our chairman’s benevolence and goodwill, he has shown capacity beyond measures comparison. His call to service is yet another opportunity to expand his scope of operation. We are solidly behind him and will continue to give him the support he needs to serve his people to the best of his ability with God as his guide”

    The councillorship candidate for Utugwang North, Ms. Theresa Ushie after casting her vote, commended the support of her constituents and promised to give her best to represent her ward effectively.

    The Commissioner for Quality Education, Dr. Godwin Amanke has called on Members of Science and Technical Board STEB, to be more committed in the appraisal of the curriculum for science and technical schools in the state to ensure proper development of children in cross river sate in line with global best practices.

    Amanke made the call during the inauguration of the board at his office in Calabar, the cross river state capital on Thursday, 28th May, 2020.

    “As part of your functions as contained in the edit that established Science and Technical Board, to supervise, monitor and appraise the system. I charge you to concentrate and appraise the curriculum in the state to ensure proper development of our children in line with global best practices.

    “I want to congratulate you on behalf of the Governor and charge you to justify the confidence reposed on you by Sen. Prof. Ben Ayade.

    “Your careful selection has placed greater responsibility on you, on behalf of the ministry, we charge you to uphold the mandate of your board and I’m sure you will discharge your duties in line with the oath you have just taken.

    Responding on behalf of the board members, the Executive Secretary of the board, Mr. Linus Adie thanked the Governor for finding them worthy to serve the state and promised their unallowed commitment to reposition science and technical schools in the state in line with the mandate of the board.

    Face Of International Law Student’s Association And Red Cross Ambassador Takes Menstrual Hygiene Campaign To Refugees Settlement And Bekwarra

    The face of International Law Student’s Association, University Of Calabar chapter, Miss Elizabeth Idiku in collaboration with the Nigerian Red Cross Society, Cross River Chapter, Miss Maryann Mgbado and the Director of Socials of the University of Calabar Law Student’s Association, Miss Lenora Nwadibie Favour has embarked on a sensitization outreach and distributed sanitary pads to young girls at the Cameroonian refugees settlement at Adagom, Ogoja and Modern Primary Health Care center at Abuochiche, Bekwarra local government area of cross river state.

    The sensitization was part of their reaching back to the society in line with their vision in commemoration of the 2020 world Menstrual Hygiene Day.

    Menstrual Hygiene Day is an annual event initiated by the German-Based non governmental organization, WASH United in 2014 to create awareness on the importance of good menstrual hygiene and aims to benefit women and the girl child, the world over.

    Speaking on this year’s theme,  periods in pandemic, the Face of International Law Student’s Association, Miss Elizabeth Idiku admonished the young girls to rise to the challenge of the corona virus pandemic and ensure a healthy menstrual hygiene, as the periods can’t stop because of the pandemic.

    Her words “Poor feminine hygiene during one’s periods can lead to vaginal irritation, urinary tract infections (UTI), and even cervical cancer.
    Keeping yourself clean is key to good menstrual hygiene.

    “Physical health and personal hygiene are an intrinsic part of a woman’s well-being, especially during menstruation. Although periods are a biological process, it is important to ensure personal hygiene during these days. In our everyday life, while activities such as brushing, bathing, and wearing clean clothes are a given, we tend to forget that intimate hygiene is important as well. Poor feminine hygiene during one’s periods can lead to vaginal irritation, urinary tract infections (UTI), and even cervical cancer.

    The Director Of Socials, Law Student’s Association, University of Calabar, Miss Lenora Nwadibie averred that “when you are on your periods, take note of these tips:

    “Change your sanitary pad regularly
    Keeping yourself clean is key to good menstrual hygiene. Make sure to change your sanitary pads every four to six hours. Using the same pad for an entire day is not only unhealthy but can also lead to irritation, infection or even UTI. You can use a good organic and biodegradable sanitary pad or menstrual cups, both of which are environmentally sustainable as well. The menstrual cup should be sterilised before every use, emptied as frequently as possible, and stored in a hygienic way after use. Go for the appropriate size of the cup as per your age, flow, and depth of the vagina.

    “Wash yourself properly. Wash the vaginal area properly at least twice a day. This will help in removing all the harmful bacteria and ensure that your genitalia are clean. A natural intimate wash can be used to clean the area. Use panty liners to help absorb the excess discharge and ensure better hygiene.

    On her part, the Red Cross Ambassador, Miss Maryann Mgbado, called on the young girls to “Wear clean undergarments
    Wear fresh and clean undergarments everyday and change if you feel the panties are soiled from discharge. Unclean underwear can produce a bad odour during periods and put you at risk of infections. Use organic panty liners for absorbing discharges in the initial days and ensure that your undergarments are made of cotton or other soft breathable fabrics to prevent skin irritation.

    Mgbado mentioned the two types of menstrual cycle to include the 28 and 30 days menstrual cycles. And held that “Ovulation is the release of an egg from the ovary to fallopian tube for fertilization to occur. Menstrual cycle is the regular natural change that occurs in the female reproductive system that makes pregnancy possible. The cycle is required for the production of oocyte and for the preparation of the uterus for pregnancy. The menstrual cycle occurs due to rise and fall of estrogen.

    “The length of your menstrual cycle is the number of days from the first day of your bleeding to your last period to the first day of bleeding in your next. When you subtract 14 days from the end of your current cycle to determine the approximate day you ovulate. The first two days and last two days of the ovulation days are termed the window period too because fertilization can also occur at these days, reasons being that the sperm cells last 72 hours in the woman system before weary out, so there is 95 percent changes of pregnancy. Hence, abstinence begins from 2 days to the ovulation day and 2 days after the day”

     

    Another speaker during the event, Mrs. Juan Alims held that “A key step to menstrual hygiene is to discard sanitary napkins or tampons properly.

    “Dispose of sanitary pads properly. Make sure that you do not flush them as they may clog the sewage pipes and drains. Always wrap them properly and throw them in the designated bin to avoid the spread of harmful bacteria. Do not forget to clean your hands after you dispose of it. Wash your hands well with a liquid soap before and after changing sanitary pads. Make sure that your hands are clean when touching or washing your genital area. If you are travelling, or on the go, carry a good hand sanitiser to clean your hands”

    Miss Peace Onyi advised the young girls to “consume balanced and nutritious diets, especially during your periods, is of utmost importance. Keep yourself well hydrated by drinking at least four to six litres of water. This will ensure there is no bloating sensation and help you feel at ease.

    “Menstrual hygiene must be made an intrinsic part of your monthly cycle. In case there is any strong abnormal smell or change in flow or colour of discharge or menstrual flow, make sure to contact a specialist immediately”

    The team also distributed sanitary pads to the young girls.

    On his part, the Clan Head of Itekpa -Abouchiche, HRH Chief Clement Obogor, commended the inspiration of the organizers of the sensitization especially at this global challenging period, and advised the organizers to keep the fire burning as the sky is their starting point.

    According to YNaija, the list aims “to celebrate those who do the job of leading others on, sometimes without request. We call them the Media 100 -culture curators.”

    “They are the ones who shape cultures, and when you join conversations and become passionate about it, you later realise that someone had set the agenda for you to follow – ‘It is a subconscious something’. We call these people the indispensables because you can’t do away with them like some bread with molds,” the statement read.

    Odinkalu Declines Interview With National Daily Over Journalist, Agba Jalingo’s Incarceration

    Human rights activist, and immediate past Chair of the National Human Rights Commission NHRC, Professor Chidi Odinkalu has said he declined an interview with a national daily in Nigeria following the paper’s decision to award a sitting Governor who allegedly orchestrated the arrest and incarceration of journalist, Agba Jalingo.

    Odinkalu, who is currently the senior team manager for the Africa Program of Open Society Justice Initiative, in a brief chat said that people have to be held accountable for their actions as it relates to the Nigerian civic space which reports show is shrinking.

    Nigeria currently ranks 115 out of 180 countries on World Press Freedom Index as compiled by Reporters without Borders (Reporters sans frontières). The last report issued in April 2020 cited the killing, detention and brutalisation of journalists as well as deliberate attempts to shrink the civic space by the Nigerian Government as reasons for the ranking.

    And, Odinkalu, while explaining the reason why he turned down an interview with Daily Independent earlier in the week, said; “We are not stupid people. We have to hold everyone to account.”

    A top level editor of the paper had reached him to comment on the fight against the Coronavirus pandemic. But, Odinkalu in his reply said: “I’d wish to respond but I am not sure I can.”

    According to Odinkalu, the daily’s editor “went to Calabar to give an award to Ben Ayade while he was detaining Agba Jalingo. I personally decided I would have nothing to do with Independent for at least 1 year.”

    Who is Agba Jalingo?

    Jalingo is the publisher of CrossRiverWatch, an online newspaper based in Nigeria’s southern port city of Calabar. He was arrested in his Lagos residence on August 22nd 2019, about a month after he published an article wherein he demanded that the Cross River state government comes clean on the whereabouts of the NGN500 million it approved and released for the floating of the Cross River Microfinance bank.

    He was then driven to Calabar by road in a journey that lasted about 26 hours. He arrived on August 24th and was detained at a Police black site for 34 more days before he was arraigned on September 25th before Justice Simon Amobeda of the Calabar division of the Federal High Court. He was remanded at a medium security custodial center in Calabar.

    Justice Amobeda denied admitting him to bail twice and following a leaked tape of him allegedly threatening that Jalingo will be meted the ‘Dele Giwa’ treatment, the defense team wrote the Chief Judge of the Federal High Court for reassignment of the case; the judge later recused himself.

    Now, Cross River Governor, Benedict Ayade was fingered as the architect of his travails, an allegation the state has continuously denied and accused Time Newspapers of practicing “Gutter Journalism” after it published the November 2019 list of the #OneFreePressCoalition “10 Most Urgent Cases Of Threat To Press Freedom In The World,” wherein Jalingo was listed number 9.

    On January 13, 2020, a news story emanating from the office of Mr. Ayade’s spokesman, Christian Ita said the Governor has “bagged the Independent Newspaper Governor of the Year award for 2019.”

    The story quoted the newspaper as saying that; “by his sterling performance so far in office, amidst paucity of funds, Governor Ayade has effectively distinguished himself as one of the most outstanding governors since the advent of the current democratic dispensation since 1999, and also a pathfinder of good governance in Nigeria.”

    As at this time, Jalingo’s fate remained unknown until February 13, 2020 when he was eventually admitted to bail by a different judge, Justice Sule Shuaibu. He will spend four more days before he was eventually released on February 17, 2020; same day, the Managing Director and Editor- In-Chief of Independent Newspaper, Mr. Steve Omanufeme visited Calabar and presented the award letter to Governor Ayade as the Daily Independent Newspaper Governor-of-the-Year.
