    Just In: Suspected Armed Robbers Raids, Kills UNICAL Political Science Student

    A four hundred level student of the department of political science, University of Calabar, Calabar, identified as Mr Michael Efenji has shot death by a suspected gang of armed robbers numbering over 30 persons in number.

    The student according to information hail’s from Utugwang in Obudu Local Government Area of Cross River State.

    The incident which occured in the early hours of Tuesday 21st November, 2023 (2:30), leaves fears and anxiety in the minds of students and resident of Eastern High, by Goldie street Calabar.

    Our reporter can not authoritatively account for what led to the shutting of the students as other victims were robbed of their belongings.

    As at the time of filing this report, the corpse of the victim has been evacuated by the police.

    The Federal Polytechnic, Ugep, Cross River State takes off:

    On Sunday 18th November 2023, received a message on WhatsApp from the Rector of the Federal Polytechnic Ugep, Cross River State, Professor Edward Okey-Ntui informing me that the Federal Polytechnic Ugep is ready to take off with the placement of the advertisement calling on interested people to apply for admission.
    This is more than two years after the federal government announced the establishment of the Polytechnic.

    The institute has struggled to take office due to several factors including bureaucratic bottlenecks.

    Professor Okey-Ntui in his message thanked me for my small contribution towards the success recorded by the institute despite all the odds.

    Professor Okey-Ntui is a dedicated academic and administrator of no mean repute.

    I equally commend him and his management team for their dedication, consistency, determination and doggedness even though the odds against them were overwhelmingly against them.

    I am glad to be part of the history of the Federal Polytechnic, Ugep.
    It all started on 18 October 2018, when I initiated the payment of a courtesy visit of the Obol Lopon of Ugep and Paramount Ruler of Yakurr, His Royal Majesty, Obol Ofem Ubana, to former President Muhammadu Buhari in the State House Abuja.

    In his address (read on his behalf by Sab Eko), Obol Ofem Ubana demanded the Federal government of Nigeria establish a federal University of Technology in Ugep.

    I am part of this history.

    On 22 April 2021, the former Minister of Education, Malam Adamu Adamu at the inauguration of the Governing Boards of the newly established Federal Polytechnic and Federal Colleges of Education in the country told a packed audience at the auditorium of the National Universities Commission, Maitama Abuja, why the Federal. Polytechnic, Ugep is situated at Ugep, Criss River State.

    A usually taciturn Malam Adamu, excitedly said that former President Muhammadu Buhari decided to site the Federal Polytechnic Ugep because of their humble self to reward me for many years of dedicated and committed support towards the founding of APC and actualization of his ambition to become President of the Federal Republic of Nigeria (2015-2023).

    I therefore profusely thank former President Muhammadu Buhari for his generosity and magnanimity.

    I equally thank Malam Adamu Adamu former Minister of Education, Federal Republic of Nigeria.

    I also thank HRM, Obol Ofem Ubana for his vision and his service to the people of Ugep nay Yakurr.

    Long live HRM, Obol Ofem Ubangha.

    Long live the Federal Republic of Nigeria.

    Good data they say is the foundation of proper planning and policy execution. May be in Europe not in Africa, and certainly not in the Lugardian playbook called Nigeria which is now under siege in the hands of federal and state psychopathic and almost dystopian leadership that knows nothing good other than manufacture excuses, create diverse and endless schemes to empty whatever the country earns and owns, and then go about doing cosmetic touches here and there to withhold and misdirect public wealth in the name of governance against the expectations citizens hold.

    In the State Capital of Cross River State for instance, the amount of levies taken by government-backed levy-enforcers from the hands of thousands of keke riders, taxi drivers and market women daily is abundantly sufficient to repair all the bad and decaying roads in Calabar South and in some parts of Calabar Municipal. The same is true for States across the country, but ask where all that money goes to? They will declare you inciting the public, while the hands that grab such funds feed on the sweat, tears and blood of those hardworking citizens driving the Keke, the taxi and trading in our primitively organized markets with plans not to end this injustice.

    True, the situation isn’t improving and Government is complicit in this open defense of the injustice and destruction of public infrastructure due to failure to insist that such money shouldn’t go into private hands but should be directed into repair, construction and upgrading of critical and life sustaining infrastructure. The solution for bad and rotten roads is here, take the funds and fix them.

    On the flipside, *Citizens’ Observatory*, the research wing of Citizens’ Assembly and Citizens’ Solution Network has been mining socio-security data over the last 9years and we have shown that irrespective of the log of irrational arguments against data collation and data analytic project, everyone working with us knows that data is king in serious society that wants to truly become developed with an objective plan and will to fight and uplift many from poverty like China is doing, in reinvesting public wealth in communities, creating opportunities and reducing public dissatisfaction and earning real respect from different countries and human race.

    But driving new growth transition from a sustainable corridor requires the basic understanding of demand and supply. Company sells what people are buying_ and if there are no buyers for a particular product, the production and distribution of such product will come to an end. For a minute, kindly picture this economic truth from a government-citizen standpoint, and you will discover that Government supplies citizens what citizens accept, not necessarily what citizens require and expect_ the opposite of which in form of rejection of rotten services would take a catastrophic toll on public leadership when citizens say enough is enough and grind public functions risking institutional violence and death toll from police and the military sent in by underperforming sociopathic government to dismantle resistance.     When two scholars came up with the formal theories of Electoral Replacement and Rational Anticipation which have survived scientific testing, the aim is to let citizens understand that citizens have the power to hold their representatives and government accountable by ensuring that they replace the underperforming government and the greedy politicians if they fail to do what the citizens expect from them, and that politicians should be aware that, there are immense consequences for their actions and inactions, especially when and if they take actions or pass policies that the citizens do not agree with.

    In both situations, citizens are admonished to use their PVCs to vote them out during election and get people in that truly care about the electorates with willingness to tackling community problems such as insecurity, weak economic opportunity buildup and the destruction of public water systems by politicians who took public waterboard land in a State like Cross River and now justifying the stoppage of public water distribution system, something Donald Duke and Senator Liyel built and sustained respectively for over a decade which served millions of citizens, providing millions of litres daily during their regimes.

    Today, waterborne disease is causing a State like Cross River State millions of nairas monthly in treatment cost due to the man-made embargo on potable public water supply system caused by the immediate past Ayade Regime which the new administration is doing nothing about to restore 6months into office while internally generated revenue and State-LGA allocations from Abuja still troop in on a monthly basis. It is the same story in Ilasa in Lagos State where there is zero access to decent water supply and where opportunity has been grounded to a halt.

    But the twin evils of electoral fraud and result manipulation have further jeopardized the aforementioned accountability instruments of electoral replacement and rational anticipation theories. Nonetheless, citizens can organize politically, by identifying credible alternatives, campaigning for them and utilizing their candidacy to uproot, remove and get rid of public enemies occupying political offices who have done nothing tangible to create jobs, increase opportunities and grow the economy or guarantee security of citizens’ lives, businesses and assets.

    As I think about the data and the man-made sufferings that Government explicitly supports via its inaction and action, the question that looms was *”Are Nigerians going to give up and continue to slide down in government supervised administration of sufferings and excuses?”* I heard someone exploded with a capital *No* .

    As an activist pushing for positive social change, I re-echo the capital no of Mallam Kabiru Muhammad who recently chaired the General Assembly Special Session of Citizens’ Assembly. The least we can do is increase the advocacy to full volume in a quest to build a just and fair society where the money taken from Keke drivers and Taxi men as levies daily and from market women do not go into private pockets but rather get channeled into resuscitating comatose critical infrastructure, fixing bad roads and expanding their access to coupon-free credit, which can make real difference in life, economy and longterm development from Africa’s devastating vicious circle-poverty trap.

    As a family law attorney, you will hear things that will literally make your mind spin. At times it is the wickedness you can’t understand, other times it is the ignorance and stupidity that makes you shudder.

    For me, I find these three situations mind boggling:

    1. In 2023, people still conclude that once a couple is yet to have children, it’s the woman’s fault. Please, I’m not talking about some illiterate folks, I mean educated people still conclude that when a couple is struggling to have children, it’s the woman’s fault. No need for medical examinations, nothing, it’s the woman’s fault. Period. Jesus!

    2. If a couple has just female children, it’s the woman’s fault. I met a husband of a client once, a PhD holder, who believes this… I explain sotay I nearly nack the man headbutt. I still see the man once in a while and I don’t greet him. I was not sent to this world to greet foolish people.

    3. When a woman can’t reach orgasm, it’s the man’s fault. I think somewhere in the past, a meeting was held and someone decided to deceive men that they are solely responsible for the orgasm of women. Since then men are literally killing themselves to make women cum.

    I understand and agree fully that men have a role to play in making their women cum. I mean, wait for her, understand how she responds and help her get there. If you cum in less than 2 minutes, then there is no shame in seeking counseling and help.

    However, you are not solely responsible for her cumming. You should know when the problem is not you. Don’t go and die for nothing. If you hang in there for 5, 10, 15, 20 minutes and she has still not cum, you cum and go. Don’t go and die like a fool, you gallant brother.

    Why The Court Of Appeal Is Right To Declare Dr Nentawe Goshwe As The Winner Of The Plateau Syste Governorship Election BY OKOI OBONO-OBLA

     

    I was reading a post and reactions on Facebook to a story written by Daily Trust Newspaper online concerning the judgment of the Court of Appeal Abuja in the Plateau State Gubernatorial tussle between Dr Nentawe Goshwe of the APC and Mutfwang of the PDP delivered on 19 November 2023; which declared Dr Nentawe Goshwe as the winner of the plateau State governorship election held on 25 March 2023.

    I felt despondent about the castigation of the judiciary by those who do not understand a whiff of the mechanics and intricacies of how the law works.

    Almost 80 % of the commentators were heaping insults and invectives on how the judiciary has been compromised.

    They were suggesting that the judgment was wrong because the Supreme Court had ruled that the nomination of candidates is a pre-election matter; and that the election tribunal does not have jurisdiction to entertain.

    They wondered therefore why the case of the case of Governor Caleb Mutfwang was an exception.

    I, therefore have undertaken the responsibility of writing this essay to demonstrate to the reading public the differences between the cases of Dr.
    Nentawe Goshwe and Mutwang; and Peter Obi, Labour Party, Atiku Abubakar & PDP against INEC, President Bola Tinubu; Senator Kashim Shettima, and APC.

    In Caleb Mutfwang’s case, the PDP in Plateau State was enmeshed in a factional and leadership crisis that culminated in a High Court action by one of the factions.

    The High Court issued an order restraining the caretaker committee set up by PDP in Plateau State y from conducting primaries to nominate candidates for all elective offices including the governorship.

    Caleb Mutfwang belonged to a faction of the PDP which the caretaker committee was disposed to.
    However, PDP violated the court order that a valid congress be conducted in the 17 local government areas of the State, by conducting congress in only five local government areas of Plateau State.

    In law, the plaintiff claims that the court will look to ascertain whether or not it has jurisdiction.

    When Dr. Nentawe Goshwe crunched his reliefs in his petition his lawyers crafted them creatively to confer jurisdiction on the election tribunal.

    Dr. Goshwe premised his case on Caleb Mutfwang and PDP breached section 177 of the Constitution.

    Section 177 (1) (a) (b)(c) & (d) of the Constitution provides as follows:

    A person shall be qualified for election to the office of Governor of a State if:

    (a) he is a citizen of Nigeria by birth;

    (b) he has attained the age of thirty-five years;

    (c) he is a member of a political party and is sponsored by that political party; and

    (d) he has been educated up to at least a School Certificate level or its equivalent.

    In the case of Caleb Mutgwang, the Petitioners (Dr. Nentawe and APC) grounded their petition on section 177(1) (d) of the Constitution which stipulates that a person shall not be qualified to be Governor of a State unless he is a member of a political party and is sponsored by a political party.

    It is glaring that Caleb Mutfwang was not sponsored by a political party because the primaries that produced the candidate of PDP were conducted by an illegal caretaker committee which the court had restrained but in flagrant disobedience of the court order went ahead to conduct.

    APC and its candidate Dr. Nentawe Goshwe also anchored their petition on section 134, subsection (1)(a)(b)(c)& (d) of the Electoral Act 2022.

    Section 134, subsection (1)(a)(b)(c)& (d) of the Electoral Act 2022 provides that an election may be questioned on any of the following grounds :

    (a) a person whose election was questioned at that time of the election is not qualified to contest the election ;

    (b) the election was invalid because of corrupt practices or noncompliance with the provisions of the Act or

    (c) the respondent was not elected by a majority of lawful votes cast at the election.

    Therefore the construction of section 177 (1) (a) (b) (c) of the 1999 constitution and section 134 (1) (a) of the Electoral Act 2022 confers jurisdiction on the Election Tribunal to hand a petition that contains an admixture of pre-election and post-election as in the Petition filed by APC and Dr Nentawe Goshwe.
    The Court of Appeal was therefore right to so hold.

    In Peter Obi, Labour Party, Atiku Abubakar & PDP against INEC, President Bola Tinubu, Senator Kashim Shettima, and APC, it was the nomination of Senator Kashim Shettima, the vice presidential candidate of the APC that was challenged by the Petitioners.

    The petitioners in their petition have challenged the nomination of Senator Shettima because he was already a senatorial candidate at the time he was nominated by President Bola Ahmed Tinubu to be his vice presidential running mate.

    The Supreme Court held that Peter Obi and Atiku Abubakar have no locus standing to challenge the nomination of Senator Shettima because they are not members of the APC.

    The Supreme Court also held in the circumstances of that case, nomination was a pre-election matter that the Petitioners could not incorporate in a post-election litigation.

    In light of the above, it is clear that the facts and circumstances of Peter Obi, Labour Party, Atiku Abubakar & PDP against INEC, President Bola Tinubu, Senator Kashim Shettima, and APC on one hand and INEC, APC & Dr Nentawe Goshwe and Caleb Mutfwang and PDP are diametrical not the same.

    When the facts and circumstances of two cases are dissimilar the principle of stare decisis( which means in Latin stand by things decided) (judicial precedent) cannot be applicable.

    When a court faces a legal argument, if a previous court has ruled on the same or a closely related issue, then the court will make its decision in alignment with the previous court’s decision.

    I, therefore urge lay people who don’t know a scintilla of thing about law to spare us their jaundiced interpretation of court judgments and desist from painting the judiciary in bad light.
    They should also know that emotion and sentiments have no place in judicial deliberations.

    This is why Lady Justice is blind while holding the sword in her left hand and the scale in her right hand ready to deal with anybody with ill will or affection that is brought before her.

    Participants and stakeholders to the just concluded workshop organized by the National Teachers Institute (NTI) Kaduna, for forty primary school teachers at the Teachers Continuous Training Institute (TCTI), Cross River State have rated the Institution as the best teacher training centre in Nigeria alongside the NTI.

    Observers on a 3-Day seminar tagged: ‘Global Goals for Sustainable Development’ which held between 15th – 17th November, 2023, lauded the concept, which according to them stands unequalled in terms of hospitality, facilities, formations, training and research and overall planning.

    According to Malam Suleiman Jibril, a teacher from Kaduna State, ‘the equipment on ground are in line with the latest technological advancement obtainable in modern learning anywhere.

    “The TCTI is one of the best teacher training institutions of development l have seen. The facilities are superb and the place is second to none. It is even included in our report”.

    Another teacher, Mr Leonard Iyeje testifies that: “The Institute has inculcated great knowledge into me with its up-to-date training facilities and l am happy that my students and wards back home will have something new to learn from this experience.

    Continuing, Iyeje said “the amenities are the best anyone can imagine in this country. Sincerely, l was amazed at what l saw on ground.

    An elated Mrs Emilia Matiki noted that “the place is one of its kind. From the location, high tech facilities, instructional materials, to the general coordination we were all very impressed with what we saw at the TCTI and l hope to be there for another training. It was indeed a wonderful experience”.

    The State Coordinator, Cross River State Chapter of the National Teachers Institute, Mr James Edet affirmed the comments made by the visiting tutors, highlighting the importance of the Institute to national integration and learning.

    Several commendatory reviews received from participants and observers in the pedagogical profession abound before and after the drills.

    Addressing participants after the exhibition, renowned educationist and pioneer Director-General of the TCTI, Professor Taoheed Adedoja, hinted that the Institute is open to local and foreign collaborations as a way to foster learning. Professor Adedoja thanked the NTI for the continued synergy in enhancing teacher’s growth.

    The TCTI, solely owned and financed by the Cross River State government, was conceived to boost manpower development and guarantee quality learning that meets global teaching. It is the first CERTIPORT approved institution for digital literacy proficiency testing with
    a view to filling the gaps on knowledge and skills needed for global employability and competitiveness.

    The governorship tribunal had dismissed the petition by Sen Sandy Onor and PDP brought before it against Prince Bassey Otu and APC.

    The tribunal had held that the matter before it was a pre-election matter.

    NCTO To Partner UNICEF, Set To Crash Rising Poverty Index

     

    The United nations children Trust Fund, UNICEF have met with the Leadership of the National Cash Transfer Office to interact on measures to boost works in the Alleviation of poverty in the country.

    They visited to discuss measures in tackling multi dimensional poverty among all Nigerians with hopes of minimizing the influx of people into the sliding poverty index.

    The aim is to help cultivate a robust working relationship and ride on the guiding principles of equity, fairness and accountability in line with the Renewed Hope mantra of President Ahmed Bola Tinubu and guidelines of the Federal Ministry of Humanitarian Affairs headed by Dr Betta Edu.

    The team received by the National Coordinator, Dr Michael Ajuluchuku and Deputy National Coordinator, National Cash Transfer Office, Dr Janet Ekpenyong was assured of harmonious working relationship in order to help Alleviate the over 133 million Nigerians said to be living below the Poverty index across the 774 Local Government Areas of the Country.

    According to the National Coordinator, Dr Michael Ajuluchuku, the need to reinforce the actions and update the National social Register is imminent in order for the policy thrust of the government to be felt by the vulnerable. He further reiterated the commitment of the office to partner with organizations such as UNICEF that will support Cash Transfer , as it is one of the solutions to ending poverty. He also solicited for support in the areas of capacity building and input on the restructuring of the program.

    In her response, The Deputy National Coordinator, National Cash Transfer Office, Dr Janet Ekpenyong called for the formation of a Technical Working Group in alliance with sister MDAs and stakeholders in communicating with Nigerians on the gains recorded through the Cash Transfer Office.

    She said, the National Cash Transfer Program, which is one of the areas the Honourable Minister, Dr Betta Edu is prioritizing as a tool to fight poverty and will continue to promote innovations especially on cash transfer that will help provide sources of livelihood, income and knowledge to the vulnerable across the country noting that advocacies will commence soon as traditional communication means are already being lined up in communities. She further advocated for the reduction of fragmentation of cash transfer program in the country while soliciting for support to coordinate stakeholders in the cash transfer space in the country.

    In their separate responses, representatives of UNICEF headed by the Chief of social policy, Mr Hamidou Poufon congratulated the new team for their appointments, assuring them of maximum cooperation and supports in meeting with their targets.

    They called for a formation of child grant as part of the major social security and protection policy to bring an end to inflating Poverty rate in the country.

    They acknowledged the efforts of the Humanitarian Ministry under the leadership of Dr Betta Edu in prompt responses to natural disasters like flood, conflicts and communal crisis which daily contributes to the loss of lives and means of livelihood affecting parents and their children alike.

    They said even though there are reservations in the productivity of cash transfer, and sometimes doubts by Nigerians, millions have become beneficiaries, which has helped cushion the effects of perennial poverty across many zones in the country.

    Both teams are expected to produce a working document that when conceptionalized , will create the perfect template for modern day livelihood sustianace scheme.
    Also, in the meeting, were other technical staff of the National Cash transfer office and UNICEF staff including Nkatha Nobure and Segun Tekun.

    Shehu Sani, former Kaduna State Senator, has reacted to the outcome of the Appeal Court verdict, which sacked Caleb Mutfwang as the governor of Plateau State.
