    Cross River PDP Frowns at the Cross River Local Government Amendment Bill 2025

    The Cross River State Chapter of the People’s Democratic Party (PDP) has expressed utter displeasure and dis-affection with the Cross River State House of Assembly (CRSHA) for the hasty passage of the Local Government Amendment Bill 2025. The party condemns this legislative ambush, describing it as a direct contradiction of the Supreme Court’s judgment on Local Government Autonomy and an orchestrated scheme to arm-twist, emasculate, and misappropriate local government resources.

    Despite widespread public condemnation, the House proceeded with the bill, defending her actions by wrongly relying on Section 7 of the 1999 Constitution, which merely empowers states to enact laws for local government administration, but not to undermine their autonomy or divert their funds.

    The PDP identifies several draconian and exploitative provisions within the bill, which place an unbearable financial burden on the 18 Local Government Areas (LGAs) of Cross River State. These include:

    Expansion of statutory political appointees under each Local Government Chairman from 25 to 50 persons, thereby increasing the financial strain on already underfunded councils.

    – Unauthorized monthly deduction of 1% for House of Assembly “oversight functions.”

    – 0.5% deduction for the State Community and Social Development Agency

    – 1% deduction for funding the University of Cross River State (UNICROSS), despite the state government’s primary responsibility for higher education funding

    – 0.5% deduction for the Office of the State Auditor General, ₦1 million mandatory monthly contribution from each LGA to the Cross River State Reserve Fund

    – 4% deduction for the Cross River State Road Maintenance Agency, a responsibility that should be handled by the state government, not the local councils.

    The People’s Democratic Party sees this law as an evil plot by the Otu-led APC administration to plunder resources meant for grassroots development. The party categorically states that:

    The financial autonomy of LGAs is sacrosanct and must not be subjected to the manipulative whims of the state government.

    The hasty passage and signing of this law reveal a desperate attempt to siphon local government funds for political patronage ahead of the 2025 local government elections.

    The people of Cross River State must resist this oppressive, anti-development, and unconstitutional law through all legal and democratic means.

    The PDP, therefore, alerts the good people of Cross River State and the entire nation to this daylight robbery of local government funds under the guise of legislative amendments.

    The party remains committed to protecting democracy, defending local government autonomy, and ensuring that public resources are used for grassroots development rather than political enrichment.

    The Peoples Democratic Party (PDP) in Cross River has raised alarm on plans by the Police Command to compromise the Governorship election in the state on Saturday.

    This is contained in a statement by the Publicity Secretary of the Party in Cross River, Mr Mike Ojisi.

    He said that the plans were perfected on Wednesday evening when the Commissioner in charge of elections in the state, Garba Aliyu in company of other officers met with Gov. Ben Ayade.

    Ojisi said that information available to the party leadership said Ayade had offered the Commissioner a mount watering amount to execute the plans.

    He disclosed that part of the plan is to create crisis in their strong holds and also used the boys that the All Progressives Congress (APC) has assembled to disenfranchised the people in selected parts of the state.

    He further stated that a number of chieftains of the party have been penciled down for arrest between Thursday and Friday as part of plan to keep them out of circulation until after the elections.

    According to him, “We have it on good authority that arrangement have been concluded to use the Police to compromise the governorship election in the state.

    “The plans to disenfranchise many Cross Riverians, cause chaos in our strong hold, put some of our leaders out of circulation with Police playing a critical role of providing cover for all these unwholesome activities were perfected this evening in a meeting with the governor.

    “Aside the Commissioner, others in the meeting were Garba Aliyu, CP Umar Madaki, in charge of Central, and CP Stanley Ude, in charge of Southern Cross River.

    “Others are: DCP Hayatu Shaff, DCP Aboki Danjuma, DCP Uche Adaku, and ACP Yusuf Doki.

    “They arrived Calabar today and were picked up at the Airport by Asuquo Ekpenyong Jr, Senator-Elect, and drove them straigth to Government House where they met with Ayade.”

    Meanwhile, the spokesperson of the Command, SP Irene Ugbo has debunked such plans, but however confirmed the CP meeting.

    She noted that the meeting was not exclusively for the Police but with other security agencies for the election.

    The attention of our great party, the Peoples Democratic Party Cross River State, has been drawn to a malicious, demonic, barbaric and devilish video circulating on different social media platforms, wherein the occultic, bloodthirsty and murderous APC campaign team, led by their Gubernatorial candidate, Southern Senatorial Candidate and Akpabuyo/Bakassi/Calabar South Federal Constituency Candidate, in a sacrilegious, unspeakable, despicable and abominable manner, carried out a burial ceremony of a man who is still much alive. For what appeared to be an occultic display, the APC procured a casket and inscribed the name of our Candidate Rt. Hon. Apostle Essien Ekpeyong Ayi, our Party Logo and the abbreviation R.I.P (Rest in peace) on the casket–a symbolic representation of the death and burial of a man who is still alive.

    Ordinarily, we would have preferred to ignore such ignoble display of infantilism, nothingness and tomfoolery, but given the criminal and abominable nature of such outlandish display, it has become imperative that we issue a statement and set the records straight. Hence, we make bold to state categorically that;

    1. It is quite regrettable how low the APC has reduced politics in our state. Prior to now, vicious campaign of calumny, subterfuge and violence were never part of our Politics, however, with the recent involvement of lowlifes, riffraffs, scallywags, and nonentities in the politics of our state, an unhealthy aspect of politicking has been introduced by the APC out of sheer desperation.

    2. For the past one week, the APC Gubernatorial candidate and his partners-in-mischief, like the infamous ringleader of the 1971 “commando- Girls” have continued to make inciting statements against various leaders of our party. Sensing a brutal defeat, especially in places like Akpabuyo Local Government and Calabar South, the never-do-well APC deployed their thugs to carry out wanton destruction of properties belonging to Chieftains of our party in Akpabuyo and Calabar South.

    3. As a Party, we condemn unequivocally this act of provocation and maiming of our supporters by the APC, as it has the tendency of inviting anarchy into the State.

    4. We condemn in the strongest terms, the destruction of properties belonging to our party faithfuls, maiming of our teeming supporters and the unspeakable, abominable and sacrilegious display of casket bearing the name of our Candidate for Akpabuyo/Bakassi/Calabar South Federal Constituency, Rt. Hon. Apostle Essien Ekpeyong Ayi, during the APC Gubernatorial rally in Calabar South.

    5. We call on Security agencies to investigate and arrest the perpetrators of such heinous and abominable acts. We call on our teeming supporters to remain calm even in the face of wanton provocation by the APC, as the APC is obviously displaying signs and symptoms of defeat.

    5. We reassure the good people of Cross River State that we are committed to the course of reclaiming Cross River State and call on all lovers of the state to vote massively for our party, the Peoples Democratic Party.

    AMB. SONI ABANG: THE IGNORANCE OF A POLITICIAN ON SABBATICAL.

    Our attention has been drawn to a scathing and vitriolic comment credited to Amb. Soni Abang, the factional Director General of one of the many APC Gubernatorial Candidates in Cross River State, wherein Amb. Soni Abang, mischievously insinuated that the Peoples Democratic Party is coming into the 2023 elections with a very heavy moral baggage as a result of the Gubernatorial Candidate of the PDP coming from the Central Senatorial District.

    In a bid to score cheap Political point and whip up ethnocentric sentiment, Amb. Soni Abang who just returned from political sabbatical threw caution to the wind and spoke disparagingly about the PDP, the same Political Party that gave him the platform to become who he is.
    Abang as erstwhile chairman was the most dictatorial and undemocratic in the history of party politics in Nigeria. The same Abang who is today talking about brotherliness and natural justice, fought against His Excellency, Senator Liyel Imoke and nearly truncated Imoke’s 8years tenure as Governor. So, where’s the brotherliness?

    As Amb. Soni Abang appears to be recovering from the rude shock that visited him following his loss of favour with Senator Liyel Imoke since his ignominious ambassadorial posting to the Republic of Chad, that sent him on Political exile, we would love to ask him what he negotiated for the Six Local Government Areas of Central SenatoriaI District where he comes from, as someone interested in Political inclusiveness. Where is the equitable distribution of offices in his beloved APC, when the Senatorial District with a sitting Governor is still imposing a deputy Governorship Candidate on his party for the sole purpose of shoring up his failed bid to return to the Senate, an ambition that he can see clearly is bedeviled with bad omens indicating that it is already stillborn.

    If we may ask, why is Ambassador Soni Abang working tirelessly to give his younger brother the ticket of the PDP to contest the Federal House of Representative seat of his Constituency Ikom/Boki, instead of his party the APC, if he considers the APC a just and preferred platform?
    Maybe the APC needs to interrogate these inconsistencies of a pretentious returnee Political gangster with the reputation of trading only on electoral goods.

    Ordinarily, we would have chosen to remain calm and let the tantrums thrown at us slide but for the sake of clarity and emphasis, we wish to reiterate that we are not interested in playing the Politics of ethnocentric agitation. We have, for the umpteenth time, reminded Cross Riverians that while others are preaching ethnicity, we are preaching unity and oneness, hence our philosophy of Back To Us.

    For the avoidance of doubt, it is on record that the Peoples Democratic Party Cross River State carried out the most transparent, free and fair primaries in the history of our state, unlike the APC where a group of persons sat down over some bottles of alcohol, drank themselves to stupor and unilaterally forced other aspirants to step down for the preferred Candidate of a cabalistic few, even against the interest of their party faithfuls, which has led to series of litigations.

    We are bemused that the APC can muster the effrontery to talk about moral baggage against the PDP. What can be more burdensome than the fact that APC handpicked all its Candidates in an unjust and unfair manner. What can be more burdensome than the fact that the APC took both their Gubernatorial and Senatorial ticket in the South to one Local Government Area, while excluding the other six Local Government Areas. What can be more disturbing than the fact that the APC in a bid to fruitlessly safeguard the Governor’s already embattled Senatorial ambition, took the position of the Deputy Governorship Candidate of their Party to the Northern Senatorial District. Where is the justice and fairness Amb. Soni Abang is sanctimoniously trying to preach when a particular Local Government Area occupies the Governorship seat, Ministerial seat and currently battling to lay claim to the Senatorial ticket of the Northern Senatorial District. What happens to other Local Government Areas in the North and Central Senatorial District?

    While we do not wish to involve ourselves in the malicious diversionary Political antics of the APC, we enjoin them to prepare themselves and meet us in the field as we are confident that the good people of Cross River State are eagerly waiting to vote them out and reclaim our dear state.

    Yesterday, Tuesday 19th April 2022, the State Executive Committee and members of our party received in audience a gubernatorial aspirant, Barr. Mrs Imah Nsa Adegoke. The campaign team led by the aspirant arrived the party Secretariat around 3:45pm.

    Speaking during the consultative meeting, the Gubernatorial aspirant thanked the party for receiving her team. Declaring her intention to join the Gubernatorial race, Barr. Mrs Adegoke canvassed for a power Shift in the Politics of the State.

    “My name is Barr. Mrs Imah Nsa Adegoke. I am officially declaring my intention to run for the Governorship position of this state. I believe in democracy, which is a government of the people, for the people and by the people, not a government of the elite and the privileged few. As a lawyer with almost 40years’ experience, I had as a lawyer to NUPENG from 1988 to 1996, negotiated better working conditions for oppressed junior oil and gas workers with Integrity, refusing offers to sell out their interest. This experience drives my passion to ensure that under my Government, we will aggressively combat the recalcitrant conduct of labour employers in the state. Driven by my passion as Chairman of Bonny Environmental Consultants’ Committee from 1997 to 2002 with power to negotiate with Nigeria LNG, Shell Petroleum Development Company etc, on behalf of Bonny Kingdom, I led negotiations and ensured transparent compensations to impacted Communities. I will bring same commitment and passion to bear in Cross River State by ensuring that all companies extracting our resources Commit to ensuring that the rural Communities benefit from an approved and robust Corporate Social Responsibility budget”

    On insecurity, the legal practitioner advocated the deployment of forensics in tackling Security challenges. While summarizing her manifesto under the acronym “SHIFT”. On Zoning, the aspirant enjoined the party to give all aspirants a level playing ground while assuring the party that she’s not running on the basis of gender as she believe she’s the best for the job.

    Reacting to the comment, the state Chairman of the Party, Barr. Venatius Ikem eulogized the aspirant for taking the bold step to declare, while assuring her of a level playing ground.

    “I want to thank you for speaking so eloquently like a gentleman of the bar. You left no one in doubt. All the women that came here to consult have been exceptional but you have come to top all of them. I want to assure you that the party will give all Aspirants a level playing ground. It is only in PDP that you will come yesterday and we guarantee you a level playing ground because we are a democratic party. I want to also thank you for not talking about North, South or Central.     Ayade’s Interview With Arise TV: The Paradox, Farce, and Fact

    Governor Ben Ayade’s ignominious interview granted to Arise TV yesterday, has further underscore the position of the Peoples Democratic Party that the Ben Ayade’s led administration is purely a government whose foundation is built on deceit and lies. For a Governor who has perfected the art of grandiloquence and concussing unsuspecting individuals with litanies of fallacious claims, one wonders where he draws his inspiration and penchant for lying barefacedly.

    Here are some of the paradox from the interview.

    Governor Ben Ayade claimed to have built the Obudu German Hospital, which according to him is the most sophiscated Project built by any Governor in Nigeria. Nothing can be further from the truth as the said Obudu German Hospital is neither sophisticated nor near completion. Like other white elephant Projects of his, the Obudu German hospital is mainly a conduit pipe for the governor to retire public funds. Construction work at the site is quite epileptic and not a single medical equipment has been installed. So, where lies the sophistication?

    On the claim by the Governor that he created 5000 jobs for teachers, the Peoples Democratic Party challenge the Governor to publish the names of the beneficiary and their payroll since 2019. For the sake of emphasis and clarity, the Governor only carried out a kangaroo recruitment of less than 2,300 teachers, unfortunately a greater percent of those recruited are yet to collect their appointment letters not to talk of being on payroll.

    The Governor claimed also to have built the Teachers Continuous Training College in Biase and that the said college is fully functional. This is another mendacious claim as the Teachers Continuous Training College was neither completely funded by the State Government nor is the institution fully functional.

    Of all the lies dished out by the Governor, the most nauseating is his claim of building the biggest pharmaceutical factory in Nigeria called Calapharm. The reality is, we have nothing close to a pharmaceutical company in Cross River State. What we have is a makeshift facility at the Ayade’s industrial park that is neither completed nor operational. We challenge the Governor to mention just one product from the pharmaceutical company that is in the market.

    On the claim that he parades 18,000 Political appointees, the governor has succeeded in making a mockery of governance. What is a single Governor doing with 18,000 Political Appointees in a state that he has repeatedly complained that the economy is comatose? Isn’t it paradoxical that the governor parades such large number of Political appointees under the state payroll some of which are without defined portfolios and job designations yet complains of the economic situation of the state?. It is noteworthy to also stress that the army of food eaters paraded as appointees by Governor Ben Ayade are majorly cultists employed to carry out hatchet jobs during election.

    We call on Cross Riverians to rise and demand total accountability from Governor Ben Ayade. Our dear state cannot continue to be under the stranglehold of his deceits, digital lies and unconscionable approach to governance. We must rise to the occasion and salvage what is left of us as a state. As we approach 2023 Election, we urge Cross Riverians to come out and register in order to vote out this ill-fated government.

    Earlier today, the State Working Committee members of our party received in audience the Campaign Advocacy Council of Senator Dr. Bukola Saraki led by Prof. Iyorwuese Hagher. The Campaign Council arrived the Secretariat around 9am.

    Speaking during the consultative meeting, the Spokesperson of the campaign council, Prof. Iyorwuese Hagher thanked the leadership of the Party for the reception accorded them, stressing that Cross River State has always been a good neighboring state to the North, especially North Central. Speaking about Bukola Saraki’s Presidential ambition, the Spokesperson declared that hope has arrived with the coming of Dr. Bukola Saraki.

    “I want you to rejoice with us because hope has arrived. Nigerians are victims of broken promises. We are faced with leadership failure. Failure to provide good leadership to manage the resources of this country. We have bad leaders with bad management taking loans without concrete plans on how to repay. This is the time to look for qualitative leadership to pull Nigeria to the greatest height. A president that is not a product of Zoning but competence. For even if we are to talk about zoning, North Central where Bukola Saraki hail from, is yet to produce a president. For Bukola Saraki, he will serve as a nexus between the young and old as he is relatively young. His experience as former Governor and Senate President is another considerable advantage”

    Reacting to the comment made by the Spokesperson, the State Chairman of the Party, Hon. Barr. Venatius Ikem thanked the campaign council for coming to Cross River State. He reiterated the commitment of the party to competence and capacity.

    “My path with your Principal has crossed even to the other generation. I coordinated for Bukola’s father, Oloye when he ran for Presidency in 1992. I was the Chairman of the Electoral Panel that delivered Bukola Saraki as Governorship Candidate. By the grace of God, I will be here to assist him become President. So, I welcome you specially, especially on this agenda, the Saraki Agenda. We in Cross River State like you’ve heard had an accident that has tagged us an opposition State but the reality on ground will always testify differently. We are the surest State for PDP. I am delighted whenever I see a team with people of high intellectual capabilities and experience. As Chairman, I have to manage all the contending aspiration that comes to us but ultimately, it is God that gives power. Within the Chairmen forum, there’s a lot of talk about capacity because we have all seen what just Politics has done to us. Last year, Nigeria used 4trillion Naira just to service debt, not to repay debt, and if you remember, our budget was about 12trillion Naira. Which means, very soon we will be using half of our budget to service debt. This is a serious disaster and I fear for tomorrow. So, we need people with the capacity to navigate their way through the economy and other sectors”

    We have received intelligence information about the plan by the failure-ridden APC to collude with the military and some Units of the Police Force to disenfranchise voters and cause mayhem in Ogoja/Yala Federal Constituency and Akpabuyo Local Government Area. We have it on good authority that the Governor is currently mobilizing the military, Operation Akpawu and the Sting Unit attached to the Governor’s office to militarize the by-election and dissuade eligible Voters from coming out to vote.

    Aware of the imminent failure awaiting the APC, the Governor and his bloodthirsty party has resorted to Political banditry against the good people of Ogoja/Yala Federal Constituency and Akpabuyo. To this end, we call on the Security agencies, especially the Army and the Police to show high level of discipline and professionalism in the discharge of their duties and resist any attempt to be use by self-serving Political bandits to carry out anti-people and anti-democratic electoral malpractice. We call on the good people of Ogoja/Yala Federal Constituency and Akpabuyo Local Government to resist any attempt by the broom-wielding bandits in APC to disenfranchise them or rig the election.

    As a party, we are confident that power revolves around the people and we call on the people to come out and vote massively for the people-oriented PDP. Cross River State belongs to all of us and together we shall rescue, reclaim, rebuild and restore it.

    Cross River State APC’s Position on Governor Nyesom Wike: Hallucinations of Defeat.

    Yesterday, 22nd February 2022, we watched with amusement the lamentation treatise sent out by the loquacious factional Chairman of the All Progressives Congress in Cross River State, Alphonsus Eba, in which the cheap braggart inexplicably accused Governor Nyesom Wike of several baseless, tenuous, unsubstantiated imaginations of his not-so-fertile brain of conspiracies to destabilize Cross River State. The utter disrespect which underlines the press briefing granted by the factional Chairman of APC, Alphonsus Eba, establishes, beyond doubt, the pre-election trauma being faced by the failure-ridden APC ahead of the by-election on Saturday, 26th February, 2022.

    Aware that Governor Nyesom Wike’s visit to Cross River State on Saturday 19th February for the PDP by-election flag-off rally ruffled not a few feathers in APC, we understand the pain and agony in the camp of the APC, which has resulted to an expression of schizophrenia and defeatism.

    We challenge the APC chairman to organize a similar event and attract such a personality like Governor Nyesom Wike in his party to attend. We challenge them to invite their party leaders in South-South to Cross River State.

    It is incongruous that Alphonsus Eba in his howler and humdrum ridden press briefing had the temerity to accuse Governor Nyesom Wike of trying to import Political “cannibalism” into Cross River State. Pray someone should please interpret what exactly this means in English language. I thought cannibalism refers to species that feed on their type, in simple language.

    For a green-horn in Party administration that was imposed on the party by Governor Ayade without any experience whatsoever in political party administration, who is only pretending to be running the party because most of the prominent stakeholders have been sufficiently intimidated into submission to Governor/Emperor Ayade, how would such an uncouth fellow be elevated to such a position? That APC Leaders in the state have been reduced to grovelling sycophants is why a greenhorn monster like Alphonsus Eba so enthused in empty, boisterous talk and bitterness over his loss of the Party chairmanship position in PDP can prat around for lack of knowledge as to what to do to win an election and resort to unproductive press conferences.

    Alphonsus Eba should be reminded that at his so called reception in his ward there was bloodletting that remains unexplainable until date because of his alleged predilection to occultism and consequential bloodletting, which he could not even spare his kinsmen in his desperation for power and money.

    That a man who sleeps with, eats and breathes violence and cannibalism, can have the temerity to accuse his superiors of “cannibalism” is a display of his bad upbringing and unfitness for a public office that entails leading and persuading responsible citizens into believing in his party platform. We find such pedestrian remarks about Governor Nyesom Wike, highly condemnable and unnecessarily inciting and we hereby condemn such.

    We further condemn in strong terms the attempt by APC to stoke the embers of anarchy and violence in the State at every point during the campaigns towards the by election of February, 26, 2022. We call on all security agencies to note the consistent attempt by the APC in Cross River State to incite violence in the belief that they can use the machinery of Government and official security outfits to intimidate the PDP because they are conscious of the fact that they cannot win the by-election in a free and fair contest.

    It is further instructive to say that those who the gods have destined to destroy, they first make mad. For Okadigbo, whose life is characterized by thuggery and criminality to address Governor Nyesom Wike as a “motor park tout” shows the depth of his mental and intellectual ineptitude. We are bemused that a party like APC, with Governor Ben Ayade that superintended over the killing of Cross Riverians at Ogoja and Yala local Government Area during the Northern Cross River Senatorial by-election primaries could have the moral rectitude to talk about Political “cannibalism”. It is on record that a young Cross Riverian was shot and killed inside the house of a serving APC Commissioner in Yala Local Government Area, while Alphonsus Eba ordered the sporadic shooting of his own kinsmen at Echomofona. What else can be more cannibalistic than shooting your own kinsmen for Political relevance?

    As we approach the by-election day, we call on Cross Riverians, especially the good people of Ogoja/Yala to remember the many sins of APC in Cross River State and resist the occultic party by voting overwhelmingly for the people-oriented PDP.

    As a party, we refuse to be intimidated by the unwholesome shenanigans of the occultic cabals in APC, whose god is their belly.

    On the laughable attempt to label Governor Nyesom Wike— a sitting Governor with immunity— a Security threat in Cross River State, we call on the APC to stop embarrassing rational and reasonable Cross Riverians by their show of gross ignorance and pettiness. Who is Alphonsus Eba to declare a sitting Governor a security threat? Must Alphonsus Eba dance naked in the market square always just to ingratiate Governor Ben Ayade before he can qualify for crumbs off Governor Ben Ayade’s table?

    As a party, we sympathize and condole with the APC on the imminent loss awaiting them on Saturday, 26th February, our prayers and thoughts are with them in this trying moment of their political life.

    We call on our party faithfuls to remember our brothers and sisters beleaguered and beguiled in APC, in their prayers for God to open their eyes of understanding.

    We believe in the Cross River Project, and we are solely determined to rescue, restore, reclaim and rebuild Cross River State!!
