    23 megawatts Calabar power plant waiting on PHEDC for evacuation -Ayade 

    The dream of Cross River State Governor, Sir Ben Ayade of delivering regular power supply to Calabar metropolis with the construction of a 23 megawatt power plant will soon become a reality.

    Governor Ayade who disclosed this Tuesday, during an inspection of the plant, said the government was waiting for Port Harcourt Electricity Distribution Company’s final nod to hook up to its distribution lines.

    Speaking shortly after the inspection, the governor said: “We had done a trial evacuation in the past and we were confronted with huge technical challenges such as aging and weak lines that lacked the capacity to be able to carry the full current that was being generated from the plant.”

    On the readiness of the plant to go full blast on the supply of power, Ayade further hinted: “A lot of adjustments have been done, corrective actions taken and today we are also getting ready as we are expecting PHED to come and give us power outage so that we can hook up from the power plant.”

    Continuing, the governor assured: “Our hope is that if the test run goes smoothly, then Calabar will be enjoying 24 hours of electricity without recourse to the national grid and that will be a major milestone. This will be coming at the right time because of Covid 19 where we have reduced activities and a lot of people will be needing power to stay at home.”

    Expressing excitement at the realization of the project Governor Ayade offered: “I am happy and proud that indeed Cross River State is continuously leading with this special power plant that will now be delivering power to our homes.”

    On how the state intends to recoup its investment, Ayade said: “With our interest so far and with all the Investment we have done in PHED, we have never declared profit so we are just hoping that with the proposed increase in tariff by the Federal Government, we hope that it should run profitably so that atleast it can declare dividends and the state can begin to harness their Investment.

    “But as we speak today, we still have challenges with most of the lines. In some areas, the transformers are not working. Cross River State has bought over 200 transformers to support PHEDC to get them on the lines. But as you know, once you put in a transformer it becomes property of PHEDC. So we have put in so much on public power supply without a corresponding supply of power from PHEDC.”

    Offering further insight on the relationship between the government and PHEDC, Ayade disclosed: “At this point where we will need their cooperation, it is expected that they will give us some charges. But we are proposing an island method which means that they isolate the part of town that will be fed from our 23mw and give us full independence of those areas, so that when it becomes necessary we can switch back and get back in the grid but from time to time, we can just cross supply.

    “Basically, on the island system, if Cross River State power plant is responsible for Idundu, Satellite town, for example, those areas will be shut down from PHED and dedicated to our power plant. That is the Island system, otherwise, we will distribute to the whole town and share our power as public power.”

    Doctors employed by the Federal Capital Territory last year are being owed salaries between three to seven months, the Association of Resident Doctors, FCT, has said.

    The doctors also complained about suspicious deductions from the salaries of old doctors after they were registered on Integrated Payroll and Personnel Information System.

    This is contained in a communiqué issued after a virtual council meeting on May 7, 2020 and signed by Dr. Mustapha Ibrahim, the General Secretary of ARDFCTA.

    The doctors said they would have embarked on a strike on May 1, 2020, but decided to put it on hold.

    The document read in part, “The council noted with dismay the haphazard nature in which the April, 2020 salaries was paid by IPPIS with no prior sensitisation or explanation despite the April 30 deadline for all matters connected therewith be resolved.

    “Most newly employed members were still omitted in the payment of April, 2020 salaries bringing the total months owed them to between three-seven months. There is an established community transmission of COVID 19 in the FCT with four of our members already exposed following the confirmation of two cases at Wuse District Hospital.

    “Despite Management’s assertion of provision of adequate PPEs across all the general hospitals, it was noted by council that some of these PPEs are still been hoarded by some units as members do not readily access these apparels when attending to suspected cases.

    “Exposed members are subjected to a lot of psychological trauma during this period of self-isolation.”

    The acting General Manager, Hospital Services, FCT, Frank Alu, neither responded to phone calls nor a text message as of press time.

    The Director General, Cross River State Primary Healthcare Development Agency, Dr Janet Ekpenyong has charged staff of the agency to maintain high level of professionalism and job ethics while attending to patients in their various health facilities.

    Dr Ekpenyong noted that it has become imperative for health workers to remain vigilant while on duty especially going by the rapid spread of the covid19 virus across the Nation.

    The DG made the charge in Anantigha, Calabar South Local Government Area while addressing health workers during their monthly review meeting of all Primary Healthcare services in the state, and charged them to improve their services and also take their health and wellbeing Paramount as they engage in their routine tasks.

    Dr Ekpenyong maintained that as health workers, they must remain vigilant at all times and well kitted both before, during and after attending to patients irrespective of what physical symptoms that may be presented for medical examination.

    She said with People sneaking into the state through various route irrespective of the governor Ayade’s effort in checkmating the influx of people from other states by deploying huge human and material resources , health workers must begin to have a behavioural change when attending to patients as she stressed that the life of each health worker remains most important to her and the state government.

    “As health workers, you are at the front line in any health emergency situation and the first to be hit with an outbreak if you don’t go about your duties with all sense of professionalism.

    “Currently, Cross River State is Covid-19 free because of God and the great efforts made by our Governor Senator Professor Ben Ayade in taking a proactive approach towards ensuring that our state remains Covid-19 free, but if eventually there’s a case in our state, the Primary Health sector may be the first casualties because we are the most closest to the grassroots and since Covid-19 presents symptoms like every other diseases, except we are prepared and kitted up as professionals, we may end up being infected as well.

    “As it is currently there is a policy that everyone visiting our facilities must wash their hands before entry, but before they enter, whoever is not wearing a nose mask or covering their nose with handkerchief should not be allowed into the facility because right now, everyone is a suspect”.

    On her part, the Director, Local Government Health Authority for Calabar South, Mrs Eme Archibong thanked the DG for her unrelenting efforts in fixing the Primary Healthcare Agency and attending to staff and facilities needs with all commitments and prompt responds when need arises.

    She assured her and the state of effective service delivery with all forms of professionalism in offering quality services to the people as she also urged heads of various wards to step up their sensitization drive on both Covid-19 and other infectious diseases.

    PDP Local Government Chairmanship candidates and their vice in the yet to be fixed local government election in Cross River State have appealed to the National Working Committee (NWC) of the party to mend fence with the State Governor, Sen. Ben Ayade over ward/LGA congress.

    They made the call after a brief meeting at Marian Hotel Calabar recently after which they proceeded to see Ntufam Edim Inok at his home.

    The group convener, Effefiong Nta Eke while briefing journalists called for all and sundry to support the State Government in the fight against COVID-19.

    He also disclosed that as a group they’re suing for peace within the party because only through it can “we as a State conquer COVID-19 and restore normalcy in the State.”

    Perturbed by the Supreme verdict which upturned the conviction of the former Governor of Abia State, Sen. Orji Uzor Kalu, the Economic and Financial Crimes Commission (EFCC) is set for “a fresh and immediate retrial.”

    The attention of the Economic And Financial Crimes Commission, EFCC, has been drawn to the judgment of the Supreme Court nullifying the trial of a former governor of Abia State, Orji Kalu, his firm, Slok Nigeria Limited and Jones Udeogu, a former Director of Finance and Account of Abia State Government and ordering their fresh trial at the lower court.

    The apex court based its verdict on the grounds that Justice Mohammed Idris, who convicted Kalu and others had been elevated to the Court of Appeal before the judgment and returned to the lower court to deliver the judgment which it considered as illegal.

    The EFCC considers the judgment of the apex court as quite unfortunate . It is a technical ambush against the trial of the former governor. The Commission is prepared for a fresh and immediate trial of the case because its evidences against Kalu and others are overwhelming. The corruption charges against Kalu still subsist because the Supreme Court did not acquit him of them. The entire prosecutorial machinery of the EFCC would be launched in a fresh trial where justice is bound to be served in due course.

    The Supreme Court had on Friday nullified the trial of a former governor of Abia State, Orji Kalu, and others, who were in December convicted and sentenced for a N7.1bn fraud.

    EyewitnessMedia gathered that Justice Mohammed Idris, who had been elevated to the Court of Appeal bench, had returned to the Federal High Court in Lagos to complete the case which started in 2007.

    The judge had sentenced the ex-governor to 12 years imprisonment for the fraud he allegedly perpetrated during his tenure as Abia State governor.

    But in a unanimous judgment of the Supreme Court led by Justice Olabode Rhodes-Vivour, on Friday, the apex court nullified the entire trial, on the grounds that the constitution does not permit a judge elevated to a higher court to return to a lower court to conclude a part-heard case.

    Justice Ejembi Eko, who delivered the lead judgment also declared as unconstitutional the provision of section 396(7) of the Administration of Criminal Justice Act, 2015, on which the then President of the Court of Appeal, Justice Zainab Bulkachuwa (retd), relied on to authorise Justice Idris to return to the Court of Appeal to conclude the trial.

    The panel unanimously directed the Chief Judge of the Federal High Court to assign the case to another judge of the court for the trial to commence afresh.

    Kalu, who was in December 2019 judgment, sentenced to 12 years’ imprisonment, was convicted alongside his firm, Slok Nigeria Limited, and Jones Udeogu, who served under him as the Director of Finance and Account at the Abia State Government House in Umuahia.

    The national leadership of the Peoples Democratic Party (PDP) has extended the tenure of all State Executive Committee of the party.

    In the letter addressed to Ntufam Edim Inok-led state executive Committee of the party as sighted by Theluminenews, the tenure is extended by three months.

    The state executive committee is however, to function as a caretaker committee pending the state congress of the party where a new executive committee will be elected.

    The letter as signed by the National Organising Secretary of PDP, Col.Austin Akobundu, directed that the Cross River Exco of the party has now been reconstituted into a Caretaker Committee and its tenure extended by three months.

    The letter reads in part: “I wish to formally inform you that the National Working Committee NWC of our great party, on behalf of the National Executive Committee, NEC, in pursuant to section 29 (2)(b) and 31(2) (E) of our party’s constitution (2017 as amended) approved the reconstitution of the current state executive committee members of your state into state caretaker Committee.

    “Accordingly, the current State Exco Members upon the expiry of their tenure act as State Caretaker Committee to run the affairs of the Party until a new State Executive Committee is elected; provided that they shall not serve in such capacity for more than three months from May 10, 2020.”

    The People’s Democratic Party (PDP), has rejected Federal Government’s pinch in ex-depot price of fuel to N108 per liter, insisting on a new pricing template that must accommodate a pump price of between N60 to N70 per liter to reflect the crash in the price of crude oil and petroleum products in the international market.

    A release sighted by Theluminenews and signed by the National Publicity Secretary of the party, Mr. Kola Ologbondiyan, the party describes the N108 ex-depot price as fraudulent and a far cry from the appropriate pump price template that should not exceed N70 given the prevailing situation in the international oil market.

    The PDP noted that “the N108 ex-depot price with a projected additional N9 per liter Expected Open Market price is therefore completely unacceptable to Nigerians. Moreover, the Federal Government has continued to shroud the indices and parameters it is using in determining domestic prices of petroleum products in secrecy. Such parameters obviously cannot be in tandem with the appropriate situation in the global industry”

    The PDP lamented that “the All Progressives Congress (APC)-led federal government has continued to shortchange unsuspecting Nigerians since the beginning of the year by refusing to end its corrupt interferences and allow market forces to determine pump price of fuel to reflect current global prices. Our party insists that the Federal Government has no reason to continue to fleece Nigerians particularly in the face of worsening economic crisis occasioned by the COVID-19 pandemic which it had also failed to effectively handle.

    “The PDP demands that the APC Federal Government should immediately reduce both the ex-depot and pump price as well as surrender the billion of naira accrueable as overcharge from the inappropriate fuel pricing since the crash in crude oil price and channel the funds as palliatives to Nigerians”

    The party  further charged “the NNPC not to waste further time in addressing Nigerians on its confession of sleazy and over-bloated oil subsidy regime in the last five years which included a hazy under-recovery for unnamed West African countries, running into trillions of naira.

    “Indeed, Nigerians must not continued to be fleeced with high fuel prices while stolen subsidy and accrueable overcharges are looted by a few individuals operating as a cabal in the APC-led administration”

    As part of the post Covid-19 reform plans, Ministries Departments and Agencies in Cross River State will henceforth embrace world Bank Multi-Sectoral model in progrqmme and Project Implementation.

    Governor Ben Ayade stated this at the quarterly Steering Committee meeting of the World Bank,State and Local Government Reform Project (SLOGOR) in Calabar.

    Ayade who was represented by the Commissioner for International Development Cooperation (MIDC),Dr Inyang Asibong, explained that the new strategy will guarantee system monitoring and evaluation of projects inline with the world bank standard.

    Asibong posited that the battle against novel coronavirus pandemic has affected the state economy like everywhere in the world, assuring that the state will ensure the new model reduce excesses in all MDAs using various World Bank instruments.

    The CRS World Bank instruments according to Asibong ,will strengthen Cross River State Integrated Financial Management Information System (SIFMIS), Medium Term Fiscal Strategy Model (MTEF ) and Medium Term Sector Strategy (MTSS).

    She assured the MDAs that Governor Ayade’s Efforts working with the world bank have started producing result to adjust to life in what is now referred to as the “New Normal”.

    “Let me at this point sue for cooperation and support of all the line MDAs on this new strategy of the post covid-19 economy response implementation of the State Government in line with the Federal Government and World Bank’s support.

    “The collective achievement of this effort will position Cross River for life after the Covid-19 pandemic” she said

    The Commissioner for Local Government Affairs, Mrs Stella Odey in her remarks advised the Committee to take proper advantage of the State Government’s stimulus packages in the face of the covid-19 pandemic while they develop a sectoral and economic management strategy across all the MDAs in this regard.

    “The State Government has made available stimulus packages in monetary policies, job opportunities in the Health, Agriculture, Environment and Security sectors as well as Community micro projects that will provide a safety net for residents of the State during the covid-19 crisis and beyond” she explained.

    Some of the line MDAs present at the meeting includes the State Auditor General,
    the State Accountant General; the Executive
    Chairman State Internal Revenue Service; the SLOGOR Project Coordinator; the Special Adviser Budget; the MIDC Permanent Secretary and his counterpart in Ministry of Finance among others.

    The Federal High Court in Lagos has awarded N1m against the Federal Government over the police disruption of the August 5, 2019 #RevolutionNow protest.

    The court awarded the N1m in favour of a Lagos-based lawyer, Olukoya Ogungbeje, who said he participated in the #RevolutionNow protest and was among those tear-gassed by security agents.

    The nationwide protest was convened by the publisher of SaharaReporters, Omoyele Sowore, who was arrested by the Department of State Services on August 3.

    The court, in a judgment by Justice Maureen Onyetenu, declared the disruption of the peaceful protest by the Federal Government, through the police, as “ illegal, oppressive, undemocratic and unconstitutional.”

    The judge agreed with the applicant in the suit, Ogungbeje, who sued on behalf of himself and other participants in the protest, that the Federal Government deprived them of their right to peaceful assembly and association, in violation of sections 38, 39 and 40 of the 1999 Constitution.

    The judge also condemned “the mass arrest, harassment, tear-gassing, and clamping into detention” of the protesters.

    Ogungbeje had urged the court to award N500m as general and exemplary damages against the Federal Government, DSS, and the Attorney General of the Federation, but the court only awarded N1m.

    The judge also upheld the defence of the DSS that it was not involved in the disruption of the protest.

    In the affidavit, which he filed in support of the suit, Ogungbeje said when he was co-opted into the #RevolutionNow protest, as a lawyer, he checked the constitution and found that it was lawful.

    He, however, said on getting to the take-off point of the protest in Lagos “I met agents and operatives of the respondents who had barricaded the venue of the peaceful protest for good governance in Nigeria.

    “I was tear-gassed by agents of the respondents and the peaceful protest was forcefully disrupted by the respondents.

    “I have been denied my fundamental constitutional rights of peaceful assembly and association by the respondents, without cause.”

    Apart from the N1m award, the court also ordered the Federal Government to tender a public apology to the applicant in three national daily newspapers.
